Founder Shield vs Gallagher

Compare Founder Shield and Gallagher for a growing startup evaluating AI liability alongside its broader insurance program.

Introduction

An AI startup and a company merely using AI can need very different insurance discussions. Founder Shield, part of The Baldwin Group, and Gallagher both market brokerage to growing businesses. Founder Shield also describes a particular generative-AI product, while Gallagher’s reviewed AI page establishes advisory services rather than a standalone policy. That difference matters before comparing coverage names. 4 6 14 30 41

Key Differences Between Founder Shield and Gallagher

Start with Whether You Sell or Use AI

Founder Shield markets a standalone generative-AI liability product for US businesses using AI in their operations, with revenue up to $10 billion. Its page excludes companies selling AI products, standard cyberattacks and intentional misuse. 14

The reviewed AI Insurance Solutions page discusses AI adoption, governance and emerging exposures, but does not establish a standalone generative-AI liability policy or its California availability. 41

The implication is narrow: Founder Shield’s documented standalone product is not automatically a solution for an AI vendor, and Gallagher’s advisory page is not evidence of an equivalent policy. Ask each broker to classify your actual operations before requesting an AI-specific option.

Follow the Placement Chain to the Policy

Founder Shield identifies itself as the distributor of the AI product and names Testudo as its underwriter. Testudo describes Lloyd’s-backed capacity and says its US entity places insurance without bearing the risk. The insurer or syndicates responsible for a particular quote still need to be identified. 14,16,17

Founder Shield’s and Testudo’s public summaries differ on the number of coverage categories, including regulatory violations. Gallagher’s broader executive-risk insurer-selection process supplies no answer to that product-specific question. Request the exact AI form and the entity or syndicates bearing the risk rather than comparing distributors’ descriptions alone. 14 15 31

Growth Support Still Needs an Account Owner

Founder Shield asks clients to report new products, business models and territories for coverage review. Gallagher describes technology support and executive-risk services through IPO and transaction events. For a company changing from AI user to AI seller, ask who is responsible for reassessing eligibility between renewals. 19 30 31

The terms name The Baldwin Group Specialty Solutions, LLC as the contracting company, but the License Status section identifies Foundershield LLC as the producer. The reviewed records do not resolve which entity would appear on a new engagement; ask for its legal name and applicable license. 2,5,24

Gallagher includes former Woodruff Sawyer, but its small-business entity disclosure does not settle the contracting entity on every acquired account. Obtain the actual engagement name from both groups. 29 33

What to Confirm in Quotes

  • Does selling any AI product change eligibility for the proposed AI policy?
  • Which insurer, California route and form version apply, and is regulatory-violation coverage included?
  • How does the proposal coordinate with technology E&O, cyber and the existing management program?
  • Who reviews a product launch or new territory midyear, and what information must trigger that review?

Service Comparison

Founder Shield vs Gallagher: documented services and availability

CriteriaFounder ShieldGallagher
Business role

Founder Shield is a commercial insurance broker: it helps businesses choose coverage and arrange policies with insurers. Its terms say it does not insure the risk or decide whether a claim is covered. 1,2

Founder Shield operates within The Baldwin Group, which lists it among its acquired firms. Founder Shield describes itself as the group’s innovation arm. 3,4

The terms name The Baldwin Group Specialty Solutions, LLC as the contracting company, but the License Status section identifies Foundershield LLC as the producer. The reviewed records do not resolve which entity would appear on a new engagement; ask for its legal name and applicable license. 2,5,24

New York’s Department of Financial Services reported a $36,600 fine against Foundershield LLC for late filing of excess-line documents for recording and stamping during January 2019–March 2023. The consent order was approved on June 26, 2025. The notice concerns filing compliance, not a finding about claims payments. 24

Gallagher arranges business insurance and provides risk-management and employee-benefits consulting. Its technology practice serves startups through global enterprises. 30,31

Woodruff Sawyer is now part of Gallagher. Gallagher’s transition page retains access to Woodruff Sawyer client portals. 29

Gallagher Small Business identifies Arthur J. Gallagher Risk Management Services, LLC as its insurance-brokerage service provider. The exact producer for a former Woodruff Sawyer account should be confirmed in the engagement documents. 33,29

Customer focus

Founder Shield focuses on venture-backed and high-growth businesses, from early funding rounds through an initial public offering. Its practices include technology, life sciences, financial services, retail and transportation. 1,6

Gallagher markets a technology-specialist practice to startups, middle-market businesses and global enterprises, alongside a small-business offering for IT professionals and technology businesses. 30,35

The reviewed technology and small-business pages do not state a minimum premium, funding round or revenue requirement for engaging the team. Ask which service model applies to a bootstrapped business. 30,35,36

Access to insurers

Founder Shield advertises access to more than 200 carriers. Its placement FAQ says it selects markets first by their willingness to insure the industry and risk, then considers growth capacity, service and claims handling. The network size does not establish how many insurers will quote your account. 6,10

The placement FAQ says Founder Shield works exclusively with AM Best A-rated carriers. This is the broker’s stated selection standard; the reviewed sources do not independently establish the current rating of every insurer it uses. 10

Founder Shield identifies itself as the distributor of the AI product and names Testudo as its underwriter. Testudo describes Lloyd’s-backed capacity and says its US entity places insurance without bearing the risk. The insurer or syndicates responsible for a particular quote still need to be identified. 14,16,17

Gallagher describes access to multiple insurance markets. Its executive-risk practice says it considers carrier qualifications and client preferences when selecting potential underwriters; these pages do not identify the insurer that would write a specific startup’s policy. 34,31

Availability

Founder Shield’s terms limit services to permitted US jurisdictions and say some offerings are available in only some states. Testudo describes its AI product as excess-and-surplus-lines coverage that is not available in every state. No complete product-by-state availability schedule was established. 2,16

The reviewed sources did not establish a current state-by-state license list for the producer. Confirm the named entity’s license for your placement with the state regulator; the 2025 disciplinary record does not establish current status. 25,24,26

Gallagher Small Business publishes California license number 0D69293 and National Producer Number 19837 for Arthur J. Gallagher Risk Management Services, LLC. This is a company disclosure, not an independently verified license or confirmation that a particular California risk is eligible. 33

The reviewed technology, small-business product and producer pages do not establish a California-specific insurer, policy form or eligibility rule for each listed product. Obtain a quote identifying the producer and California placement route. 30,34,33

Servicing and renewals

Founder Shield’s certificate FAQ directs customers to email the team. For a request tied to a contract, it asks for the other party’s legal name and address, required wording, and the insurance requirements from the contract so the team can assess endorsement needs. 18

Founder Shield asks clients to report changes such as a new product, a different business model, a new office or entry into another territory. Its team says it will evaluate those changes and adjust coverage. 19

Founder Shield describes a platform for applications and renewals, with ongoing advisor support. Its renewal guide suggests starting 60–90 days before expiration and preparing updated business information and claims history. That is planning guidance, not a promised renewal-service deadline. 1,20

Founder Shield’s terms direct cancellation requests to client support and warn that some insurers retain a minimum earned premium—a portion you cannot recover by cancelling early. Check the proposal’s cancellation terms. 2

Gallagher describes Go for client information and self-service, Submit for submission tracking and documents, and Verify for certificate management. Confirm which tools and service team your engagement includes. 30

For former Woodruff Sawyer clients, Gallagher links WS Connect for benefits and documents, Woodruff360 for policies, claim submission and certificates, and CSR 24 for certificates and auto ID cards. 29

Gallagher’s casualty practice describes pre-renewal meetings involving finance, HR, operations and risk-management stakeholders, alongside contract reviews and coverage-gap analysis. Confirm the renewal timetable and deliverables for your account. 38
