At-Bay vs
WithCoverage
Compare a specialist policy with WithCoverage’s risk-management brokerage, including broker transfers and fee scope.
Introduction
A finance team may be dissatisfied with insurance administration while still wanting to keep its current technology policy. WithCoverage describes broker-of-record transfers and ongoing risk management. At-Bay’s specialist insurance is a separate product decision. The first question is whether the company needs a new policy, a different adviser, or both. 21 16 1

Key Differences Between at-Bay and WithCoverage
A Broker Transfer Does Not Rewrite Coverage
WithCoverage says a broker-of-record change changes the broker rather than the policy, and its initial review does not require that appointment. This creates room to discuss service before committing to a transfer. It does not establish that WithCoverage can service or renew an At-Bay policy; that access must be confirmed with the parties involved. 21 16 6
Flat-Fee Marketing Needs the Actual Agreement
WithCoverage typically describes a flat fee, but its terms permit commission arrangements and other charges. At-Bay discloses an Embedded Security Fee and separately purchased MDR rather than a complete producer-compensation schedule. Compare the entire engagement and policy cost, including retained commissions and security services, instead of comparing fee labels. 16 21 7 10
Risk Management and Technology Coverage Need Separate Deliverables
WithCoverage describes a named risk manager and technology-sector coverage, but its recorded E&O description does not establish a particular technology form. At-Bay expressly markets combined technology E&O and cyber. Ask the adviser to evaluate that wording against the business’s work, then specify ongoing risk-management tasks in the service agreement. 17 24 2
What to Confirm in Quotes
Request a written distinction between broker transfer, policy replacement and separately billed advice. Confirm future market access, California acceptance, cancellation or exit terms, and the named service owner. Do not extrapolate WithCoverage’s large-spend savings examples to a smaller startup budget. 16 14
Service Comparison
At-Bay vs WithCoverage Insurance: documented services and availability
| Criteria | At-Bay | WithCoverage |
|---|---|---|
| Business role | At-Bay offers cyber, technology errors and omissions (Tech E&O), and miscellaneous professional liability insurance. Its disclosed producer, At-Bay Insurance Services LLC, is a property and casualty agency and surplus lines broker; its website says coverage is underwritten by non-admitted insurers. 1,5 | WithCoverage combines commercial insurance brokerage, a risk-management team and software for growing businesses. You can have existing policies reviewed, compare insurance options and manage the program with its team. 14,15,22 The terms name With Coverage Inc. and With Coverage Insurance Services LLC. The latter also appears in a Mississippi corporate filing under insurance agencies and brokerages. These identify the business entities; the terms assign policy obligations to the issuing insurer. 16,27 |
| Application process | At-Bay describes a broker workflow of completing an application, adjusting limits and retentions, reviewing documents, selecting an effective date, and satisfying contingencies and signature requirements before binding. Brokers can also email submissions to underwriting. An online quote is not itself bound coverage. 6,4 | WithCoverage offers an initial policy audit without requiring you to leave your broker. It says the review compares existing coverage, limits and premiums with market benchmarks. Its technology FAQ puts the assessment at usually one business day after receiving policy documents, with longer timing for multiple entities or locations. 17 The public review form starts with contact details and then asks about the company, industry and annual insurance spending. It requests a conversation about your program; it does not display an insurance price. 17 The portfolio page describes appointing WithCoverage on existing policies by signing a broker-of-record letter. This changes your broker, not the policy itself. The page says the transfer has no additional charge. 23 For its portfolio offering, WithCoverage describes a digital application transferred into insurers’ applications and an advisor-prepared comparison of options. 23 At the time of research, the page linked as Privacy Policy displayed the terms-of-service text rather than a separate detailed privacy notice. Before sharing policy or claims files, request the applicable privacy notice and document-retention terms. 28 |
| Servicing and renewals | At-Bay Stance offers vulnerability monitoring, fraud defense, employee security training and access to cyber advisors. Access is tied to the policy’s Embedded Security Fee and Endorsement; optional managed detection and response (MDR) is a separate purchase from At-Bay Security, LLC. 7 At-Bay markets Stance MDR for endpoints and email, plus managed extended detection and response (MXDR) spanning endpoint, email, identity and cloud. It says MDR is optional for insurance and available beyond its policyholders. Coverage enhancements and premium credits have qualifying conditions. 7 At-Bay describes broker dashboard access to active policies and renewals, with rapid and manual renewal paths. Its platform page says rapid renewals bind automatically 15 days before expiry; buyers should confirm enrollment, terms and change deadlines with their broker. 6 | WithCoverage describes a named risk manager backed by attorneys and claims specialists, handling renewals, certificates of insurance and account questions. Its platform brings policies, claims, certificates, exposures and renewal communications together. 20,14 The portfolio page says WithCoverage is not a law firm and does not provide legal services. Confirm what its attorneys’ involvement includes. 23 The portfolio page promises no fee to end its broker-of-record appointment and data return on request. Confirm the service agreement and separate policy cancellation charges. 23,16 Its advisor recruitment materials describe contract changes and larger deductibles as possible strategies. Ask which risks the proposal leaves with your business. 24 |
| Fees and compensation | Stance access uses an Embedded Security Fee and Endorsement, while MDR is separately purchased. Security costs should be distinguished from the insurance premium and any broker charges. 7 Commission rates, broker compensation arrangements and a complete placement-fee schedule were not disclosed in the reviewed product, platform and US terms pages. This does not establish that commissions or fees are absent; request an itemized quote and compensation disclosure. 2,6,10 | WithCoverage says it typically agrees a flat fee before work begins, so compensation does not rise with the premium. Its consumer FAQ also allows commission-based arrangements. The public pages do not give a standard fee amount. 18 The terms allow premiums, commissions, installment, service, cancellation and flat fees disclosed with the service. A flat advisory fee therefore should not be read as an all-inclusive insurance price. 16 The solution page advertises average savings of 20–40% for clients spending over $1 million annually on insurance and risk-management services. It does not provide the sample size, measurement period or calculation needed to establish a comparable result for your business. 21 Industry pages show the same 20–40% figure as annual policy savings without repeating the solution page’s spending threshold. The broader presentation does not establish savings for smaller accounts. 21,17,18 |
