At-Bay vs Chubb

Compare At-Bay Tech E&O with Chubb DigiTech while distinguishing the offered technology policy from broader group capabilities.

Introduction

A technology company considering Chubb alongside At-Bay should identify the Chubb product before comparing coverage. Chubb distinguishes DigiTech from other cyber and professional offerings. At-Bay describes combined technology E&O and cyber. A quote for one Chubb product cannot stand in for every capability advertised by the group. 17 23 2

Key Differences Between at-Bay and Chubb

DigiTech Is the Relevant Starting Point for Technology Work

Chubb describes DigiTech as combining technology E&O, media and cyber protections. Its Cyber ERM and other professional products are distinct descriptions, not interchangeable names. Compare the actual DigiTech or alternative quoted form with At-Bay’s technology offer, including the work and entities accepted by underwriting. 23 18 2

A Wider Catalogue Does Not Create One Universal Package

Chubb’s commercial catalogue reaches property, management and workplace insurance. Those lines may make a broader program discussion useful, but each remains subject to its own offer and eligibility. At-Bay’s specialist product can be evaluated as one component without assuming it replaces that wider program or that a Chubb quote automatically includes it. 16 25 1

Verified Insurer Authority Is Narrower Than Product Acceptance

The Chubb record includes California regulator evidence for particular group insurers. That establishes neither the issuer of this quote nor availability of every technology form. At-Bay’s company-published producer disclosure is a different kind of evidence and likewise does not settle current policy eligibility. Obtain the proposed legal insurer and California placement confirmation for both. 54 55 5

What to Confirm in Quotes

Ask the broker to name the product, insurer, forms and endorsements, then separate technology limits from any broader package. Confirm the applicable incident services, notice process and total charges. Chubb’s general claims tools and At-Bay’s cyber coordination descriptions are service evidence, not comparative claims-performance data. 47 8

Service Comparison

At-Bay vs Chubb Insurance: documented services and availability

CriteriaAt-BayChubb
Business role

At-Bay offers cyber, technology errors and omissions (Tech E&O), and miscellaneous professional liability insurance. Its disclosed producer, At-Bay Insurance Services LLC, is a property and casualty agency and surplus lines broker; its website says coverage is underwritten by non-admitted insurers. 1,5

Chubb is the marketing name for subsidiaries of Chubb Limited, a Swiss holding company, that provide insurance and related services. U.S. commercial policies are issued by U.S.-based Chubb underwriting companies, not by Chubb Limited itself. 52,15,38

Commercial buyers typically reach Chubb through independent agents and brokers. Chubb appoints producers, operates agent portals, and identifies Chubb Insurance Solutions Agency, Inc. as the licensed agency that administers Chubb Access appointments. Surplus-lines products can be offered only through licensed surplus-lines producers. 42,43,15,51

Customer focus

At-Bay markets Tech E&O to technology businesses. Its current product page states primary and excess appetite up to $5 billion in revenue and $10 million in limits; the broker-platform route has lower published ceilings of $100 million in revenue and $3 million in limits. These are appetite ceilings, not guaranteed offers. 2

A September 2023 Tech E&O appetite PDF still accessible on At-Bay’s site has lower revenue and limit ceilings than the current product page and lists restricted classes including autonomous AI. It should not be treated as current eligibility guidance; ask underwriting for the applicable appetite version. 12,2

Chubb markets technology insurance to software and systems developers, technology services and consulting firms, communications and network providers, and electronics and hardware manufacturers, describing appetite from small startups and venture-backed private companies through public and multinational corporations. Its small-business BOP lists technology among more than 500 classes for businesses with up to $30 million in revenue. 17,20,18

Access to insurers

At-Bay announced in August 2023 that eligible new E&S Cyber and Tech E&O business would be quoted on At-Bay Specialty Insurance Company paper. That historical announcement does not identify the insurer on a current California quote or establish the issuer for MPL. 11

The current MPL product page does not name its issuing insurer. A September 2023 announcement names United Specialty Company for MPL, but that historical reference is insufficient to establish the current contracting insurer or California placement. 4,13

The issuing insurer is a Chubb-group underwriting company named on the policy. Reviewed sources identify Federal Insurance Company as a primary U.S. underwriting company, ACE American Insurance Company as a U.S. issuing company on surety materials, and Westchester Fire Insurance Company or Westchester Surplus Lines Insurance Company (and, for some Westchester business, Illinois Union or other ACE paper) depending on the placement. Buyers should read the declarations rather than assume a single “Chubb” legal insurer. 43,38,41,49,54

Application process

At-Bay describes a broker workflow of completing an application, adjusting limits and retentions, reviewing documents, selecting an effective date, and satisfying contingencies and signature requirements before binding. Brokers can also email submissions to underwriting. An online quote is not itself bound coverage. 6,4

Appointed agents and brokers can quote, and for eligible risks issue, small-business and cyber accounts through Chubb Marketplace, and can use Cyber Central for an express cyber quoting path. Marketplace cyber quoting is described for eligible risks with less than $100 million in revenue; referred risks go to underwriters. Businesses seeking coverage are directed to an agent, a U.S. contact form, or chubbsmallbusiness.com for small-business quote inquiries. The reviewed public pages do not describe a general-public online bind for middle-market technology programs. 22,23,43,44,25
