What Is an Insurance Carrier?

Who the risk-bearing insurer named on the policy is, and how a nonadmitted or surplus-lines company can still be that carrier.

Admitted or Surplus Lines

A nonadmitted, or surplus-lines, insurer can also be the carrier. A nonadmitted insurer is not licensed in a given state. Surplus-line coverage is placed with those insurers when an admitted insurer licensed to sell that coverage in the state is not available. The lawful route is specific to the risk's jurisdiction.[1]

An admitted company is licensed to do business in that state. The same legal entity can be admitted in one state and nonadmitted in another. Admission is not what makes a company the carrier; being named as the risk-bearing insurer on the policy is.[1][2]

In California, a surplus-line insurer is not licensed by the state. In Wisconsin, a surplus-line agent may sell a nondomestic insurer that has no Wisconsin certificate of authority. Other states write the route differently; check the risk's state.[3][4][1]

What It Does Not Prove

Compare the legal name on the policy with the insurer’s regulator record. A brand name alone does not identify its licensing status.[2][1]

What to Confirm

Read the legal name on the quote or policy, then check that company's authority in the risk's state: admitted, surplus-lines, or another lawful route. A brand homepage is not a substitute for those records.[1][3][4]
