Evidence and Scope
Role: Managing general agent. Scope: Foxquilt's small-business commercial insurance sold in the US (from 2021) and Canada. In the US it acts as a digital managing general agent (MGA) using Markel capacity. In Canada its regulator is FSRA (Ontario) and its capacity is reported to come from a Lloyd's syndicate. This covers the brand, not any one policy.
Who is behind Foxquilt
Foxquilt Insurance Services Inc. is in Toronto and runs the website. It has a Charlotte, NC office. Its terms are governed by Ontario law. Its privacy policy says no insurance company owns it.[4][5][1]
Foxquilt calls itself a digital MGA in the US. An MGA sells and underwrites for an insurer but is not the insurer.[8][9]
Licences
Foxquilt does not publish licence numbers or regulator names. Its site says its CGL is on admitted paper and is available in 42 US states and 7 Canadian provinces, and its about page says 50 states and 8 provinces. Those are company claims. The Ontario (FSRA) licence data and US state lookups haven't been confirmed, so no licence is confirmed either way.[3][1][15][7]
Who pays claims
In the US, Markel is the named capacity partner. For the new E&O product, launched Sept 1, 2026, the pages we opened do not say which Markel company issues the policy. In Canada, Foxquilt says Greenlight Re and Lloyd's back it, and Lloyd's overall rating from AM Best is A+ (Superior). That is a market-wide rating, not a rating of the syndicate. Foxquilt's homepage cites an "A-rating from AM Best" without naming the insurer.[2][8][9][12][11]
Two Markel insurers back Foxquilt in the US: State National Insurance Company, Inc. for general liability and City National Insurance Company for admitted E&O. AM Best rates both A (Excellent) with a stable outlook, affirmed in November 2025. That rating is about the insurer, not about Foxquilt, and it applies only to policies those insurers actually issue.[16][17]

We found no enforcement actions naming Foxquilt in public sources. That isn’t a clean bill of health, because we haven’t checked FSRA or US state regulator records directly.[15]
Evidence gaps
- No licence for Foxquilt Insurance Services Inc. (Ontario/FSRA or other provinces) has been confirmed with the regulator.
- No US state producer or MGA licence has been confirmed for Foxquilt Insurance Services LLC. Its North Carolina business record hasn't been confirmed either.
- The insurer that issues Foxquilt policies in the US and Canada isn't named on any Foxquilt page we found. One trade article said the new E&O uses Markel's City National Insurance Company, but other articles didn't say so.
- Greenlight Innovation Syndicate 3456 is being approved as a full Lloyd's syndicate from 2027. Its syndicate-level rating was not found.
- Claims turnaround, complaint outcomes and Canadian provincial complaint data (for example OmbudService) were not researched.
