    California registration scope includes mobile, referral, and sublet repair services for compensation. Tell the broker which entity contracts with customers, which performs work, where cars are held, and whose employees or contractors move them. 1

  • Check whether the business fits an exception

    BAR says registration is not required for businesses servicing only non-passenger vehicles, fleet owners repairing only their fleet, and certain wholesale machine shops that do not repair or diagnose vehicles. These are licensing distinctions, not insurance classifications or coverage grants. 1

  • Map collision work paid through a third party

    When a repair dealer uses an insurer or other third-party estimate, BAR requires specified notices, estimate details, and attachment of the estimate. Give the broker the collision and subcontracted workflow and ask how related liability and custody exposures are handled. 2

The California Department of Insurance regulates insurers and insurance producers, provides company and license-status searches, and accepts complaints through its Consumer Complaint Center. It has a separate interstate-motor-transit formula and exclusions for premiums on insurance placed by or through a special-lines surplus line broker under §1760.5 and the defined risk-financing portion of specified Superfund remediation products. CDI’s calendar-year 2025 instructions include policy-related fees in gross premium, say it does not collect the tax on risks outside the United States, and treat multistate allocation percentages as informational.
