Layr vs WithCoverage

Compare Layr’s administration for an existing broker with WithCoverage’s construction-program audit and ongoing risk-management engagement.

Introduction

Layr provides small-commercial sales and administration under a brokerage’s brand while that brokerage retains the client appointment. WithCoverage combines brokerage with risk-management services and offers an initial program audit without requiring the buyer to leave its existing broker. Its construction practice reviews general liability, builders risk and workers’ compensation, alongside ongoing account work. 2 6 16 20

For a contractor taking on several projects at once, the question is whether the immediate problem is keeping policies and documents moving or deciding how the expanding work should be insured. A Layr-backed agency can handle administration while WithCoverage conducts an initial second-opinion audit. Moving the broker appointment, replacing a policy and reviewing the program are separate decisions. 5 2 20 24

Where Each Provider Shines

Where Layr Shines

  • Independent brokerages can combine workflow software and licensed support for small-commercial accounts under their own brand. 2,3,5
  • Layr describes a broker-branded portal for policy documents, certificates, claims, renewals and payments, supported by licensed staff. 5,12

Where WithCoverage Shines

Key Differences Between Layr and WithCoverage

Project Schedules, Builders Risk and Audit Findings

Layr’s current illustration includes property, general liability and workers’ compensation among its commercial categories. Its FAQ says it can add products and use the brokerage’s existing carriers. For the contractor, give the retained broker the project list, work descriptions and contract requirements, then ask which policies need changed locations, values or activities and which require another market. A portal’s available categories do not identify the coverage for each construction project. 4 6

WithCoverage specifically highlights builders risk alongside general liability and workers’ compensation in its construction review. That creates a concrete assignment: distinguish the insurance for property involved in the projects from the contractor’s ongoing liability and employee coverage. Ask for the proposed insured project, responsible parties, values, period and exclusions. The builders-risk label alone does not establish which party must buy it or how the contractor’s particular work is treated. 20 17

An initial audit should produce findings the owner can act on. WithCoverage says it reviews policy terms, limits and premiums, and permits a second opinion while the current broker stays in place. Ask it to separate an existing gap, a recommended change and an insurer-approved solution. The retained broker can then explain whether the current carrier can make the change, whether a replacement is needed and when it can take effect. 20 17 6

Recurring Administration and Construction Account Work

Layr describes a branded portal, licensed support and a dashboard covering renewal, claim and payment activity. Its FAQ says the team collects updated information and negotiates renewal terms; it distinguishes automatic renewals from policies requiring an information request in advance. For a contractor with several start dates, ask the existing agency who collects project changes between renewals and who confirms the carrier has accepted them. 5 6 2

WithCoverage’s construction page describes a named risk manager backed by attorneys and claims specialists working in that sector, handling renewals, certificates and account questions. Confirm those services in the proposed construction engagement, including who reviews new project requirements and escalates a loss. Its portfolio disclosure says it is not a law firm and does not provide legal services, so the presence of attorneys should not be treated as legal representation for a contract dispute. 20 24

Compare named responsibilities and deliverables rather than assuming software replaces advice or a risk-management team eliminates the owner’s reporting work. A project certificate, for example, needs to reflect the actual policy and any required endorsement; a faster document request does not establish broader coverage. 4 5 20 17

Fees, Premium and Retained Project Risk

WithCoverage says it typically agrees a flat fee before work begins, with commission-based alternatives. Its terms allow other disclosed charges, so the advisory fee is not necessarily the total insurance bill. Layr’s broker FAQ describes receiving a percentage of premium while the brokerage retains commissions; its consumer disclosure separately describes commissions and a finance fee for monthly credit-card payment. Request the agreement and payees that apply to each proposal. 19 17 6 8

For the contractor, compare annual premium, service fees and payment costs alongside project values, limits and deductibles. WithCoverage’s advisor materials specifically discuss larger deductibles and contract changes as possible strategies. If a lower premium depends on the contractor absorbing more loss or accepting a different contractual allocation, the retained cost belongs in the decision. It should not be counted as an equivalent-coverage saving without explanation. 25 17 8

The solution page advertises average savings of 20–40% for clients spending over $1 million annually on insurance and risk-management services. It does not provide the sample size, measurement period or calculation needed to establish a comparable result for your business. 22

That company-reported average does not price this contractor’s projects. Ask the reviewer to identify which proposed changes reflect insurer pricing, which change the service arrangement and which change the amount the business must fund after a loss. Layr’s published savings marketing likewise does not establish a result for the same project schedule and policy terms. 22 25 8

Broker Transfer and Open Projects

Layr explicitly says the existing brokerage retains broker-of-record status. WithCoverage’s portfolio offering describes taking over existing policies with a broker-of-record letter, without an additional transfer charge. If that mechanism is proposed for this contractor, confirm it in the engagement and identify the policies the new broker can service. Changing the appointed broker does not itself revise project coverage, replace an insurer or cancel a policy. 2 24

WithCoverage’s portfolio page also describes ending the appointment without an exit fee and returning data on request. Those promises need to be distinguished from any policy cancellation charges permitted by its terms. For a business with active projects, request a transfer list covering open endorsements, certificates, renewal submissions and claims so that changing the service relationship does not leave responsibility unclear. 24 17 5

Both describe claims support or administration. Establish the insurer’s notice requirements and whether the retained agency, Layr support or the WithCoverage construction team will coordinate the submission. Public descriptions of claim handling and advocacy do not determine the insurer’s decision or provide comparative evidence of settlement quality. 5 20 17

What to Confirm in Quotes

  • Project coverage map: show ongoing liability and workers’ compensation separately from each proposed builders-risk arrangement and required policy changes. 4 6 20
  • Audit deliverables: separate findings, proposed remedies and insurer-approved changes, with responsibility for each next step. 20 17
  • Cost and retained-risk comparison: show fees, commissions, finance costs, limits and deductibles on the same project assumptions. 8 19 25
  • Appointment and open-work list: confirm sector-specific service scope, any broker-transfer and data-return terms, and the owner of pending endorsements and claims. 2 5 20 24

Service Comparison

Layr vs WithCoverage: documented services and availability

CriteriaLayrWithCoverage
Customer focus

Layr provides insurance workflow software and licensed support for independent brokerages serving small-commercial accounts. Policyholders use a broker-branded experience rather than necessarily buying from a storefront carrying the Layr name. 2,3,5

Its main industry pages address technology, consumer brands, construction, real estate and restaurants. The company positions its team as an alternative to building an in-house risk-management function. 15,16

Application process

Layr describes an online workflow in which a small-business owner assesses and selects coverage, pays, and then has the submission sent to underwriting. Current pages use different speed claims—10 minutes on New Business Capture and 12 minutes in a 2024 announcement—so neither figure establishes the time to receive or bind an actual quote. 4,11

WithCoverage offers an initial policy audit without requiring you to leave your broker. It says the review compares existing coverage, limits and premiums with market benchmarks. Its technology FAQ puts the assessment at usually one business day after receiving policy documents, with longer timing for multiple entities or locations. 18

The public review form starts with contact details and then asks about the company, industry and annual insurance spending. It requests a conversation about your program; it does not display an insurance price. 18

The portfolio page describes appointing WithCoverage on existing policies by signing a broker-of-record letter. This changes your broker, not the policy itself. The page says the transfer has no additional charge. 24

For its portfolio offering, WithCoverage describes a digital application transferred into insurers’ applications and an advisor-prepared comparison of options. 24

At the time of research, the page linked as Privacy Policy displayed the terms-of-service text rather than a separate detailed privacy notice. Before sharing policy or claims files, request the applicable privacy notice and document-retention terms. 29

Access to insurers

Layr says it works with major national insurers, accesses other markets through wholesalers and can use a brokerage customer's existing carriers. It does not publish a current legal-entity carrier panel or promise that every market will quote every account. 6

The reviewed current product, portal and FAQ pages do not identify the issuing insurer or policy form for each available product. Those details must come from the actual proposal and policy. 4,7,6

WithCoverage says it solicits competing insurers and uses policy analysis to compare protection. Its founders describe approaching dozens of insurers; that is a company process claim, not a promise of that many quotes for your account. 23

Its risk-advisor page describes direct insurer appointments and wholesale access to admitted, excess and surplus lines, and specialty markets. Displayed names include Travelers, Chubb, The Hartford and Liberty Mutual, alongside intermediaries such as Amwins and RT Specialty. 25

Liberty Mutual independently lists With Coverage Insurance Services LLC in its agent directory. This corroborates one insurer relationship; it does not establish the entire advertised network or which legal insurer would issue your policy. 26

Servicing and renewals

Layr markets a white-labeled portal with licensed support and broker dashboard updates for policies, renewals, claims and payments. A company release also describes policyholder access to documents, quotes, claims, certificates, bills and electronic payments. 5,12

Layr says its team gathers updates, negotiates renewal terms with underwriters and finalizes renewal documents. It describes automatic-renewal policies as hands-free and says customers whose policies need updated information are alerted 60 days before renewal. 6

WithCoverage describes a named risk manager backed by attorneys and claims specialists, handling renewals, certificates of insurance and account questions. Its platform brings policies, claims, certificates, exposures and renewal communications together. 21,15

The portfolio page says WithCoverage is not a law firm and does not provide legal services. Confirm what its attorneys’ involvement includes. 24

The portfolio page promises no fee to end its broker-of-record appointment and data return on request. Confirm the service agreement and separate policy cancellation charges. 24,17

Its advisor recruitment materials describe contract changes and larger deductibles as possible strategies. Ask which risks the proposal leaves with your business. 25

Fees and compensation

Layr's current broker FAQ says Layr receives a percentage of premium while the brokerage keeps 100% of commissions. A separate consumer-facing disclosure says carriers pay Layr a commission and businesses may pay a finance fee of up to 20% of premium. The pages do not reconcile which arrangement applies to a particular broker, policyholder or payment plan. 6,8

Layr's consumer-facing compensation disclosure says a business that uses its monthly credit-card payment arrangement can pay a percentage-based finance fee of up to 20% of premium. The page does not provide an account-specific rate, total repayment or cancellation terms. 8

WithCoverage says it typically agrees a flat fee before work begins, so compensation does not rise with the premium. Its consumer FAQ also allows commission-based arrangements. The public pages do not give a standard fee amount. 19

The terms allow premiums, commissions, installment, service, cancellation and flat fees disclosed with the service. A flat advisory fee therefore should not be read as an all-inclusive insurance price. 17

The solution page advertises average savings of 20–40% for clients spending over $1 million annually on insurance and risk-management services. It does not provide the sample size, measurement period or calculation needed to establish a comparable result for your business. 22

Industry pages show the same 20–40% figure as annual policy savings without repeating the solution page’s spending threshold. The broader presentation does not establish savings for smaller accounts. 22,18,19
