Gallagher vs Layr

Compare Gallagher brokerage with a Layr-supported agency arrangement by separating the broker of record from outsourced service.

Introduction

A company offered a broker-branded insurance portal may encounter Layr without choosing Layr as its retail broker. Gallagher sells a brokerage relationship; Layr markets software and licensed support to independent brokerages. The meaningful comparison is between the complete service arrangements, including the agency using Layr, rather than between two supposed consumer storefronts. 5 15 18

Key Differences Between Gallagher and Layr

Name the Broker of Record and the Service Team

Layr says a participating brokerage can offload small-business sales, service and support to Layr while retaining broker-of-record status and 100% of its commissions. 15,19

Gallagher describes its own technology-service tools and practice teams. Under a Layr-supported arrangement, ask the participating brokerage which decisions it retains and which licensed team handles daily requests. A familiar logo on the portal does not answer who is accountable for advice or an urgent policy change. 2 18

A Demonstration Menu Is Not an Eligible Program

Layr's current New Business Capture illustration shows general liability, commercial auto liability, commercial property, workers' compensation, umbrella and cyber liability/data breach as policy choices. The illustration is a product demonstration, not a guarantee that all six are eligible in every broker implementation or jurisdiction. 17

Gallagher separately markets technology E&O/cyber, executive risks and small-business policies. Layr’s illustration and Gallagher’s catalogue have different evidentiary scopes: neither establishes the complete quote available to your company. Ask the actual retail team for the insurer, proposed forms and California route; do not interpret an unlisted Layr specialty as proof that its brokerage customer cannot arrange it elsewhere. 2 6

Compare the Agreement Behind the Monthly Payment

Layr's current broker FAQ says Layr receives a percentage of premium while the brokerage keeps 100% of commissions. A separate consumer-facing disclosure says carriers pay Layr a commission and businesses may pay a finance fee of up to 20% of premium. The pages do not reconcile which arrangement applies to a particular broker, policyholder or payment plan. 19,21

Gallagher’s compensation disclosure also allows multiple revenue sources, including fees and commissions. A finance team should separate insurance premium, broker compensation and payment-plan cost in both proposals. Layr’s consumer-facing finance disclosure cannot automatically be assigned to every Apex implementation, just as Gallagher’s possible compensation categories do not all apply to every account. 4

What to Confirm in Quotes

  • Identify the retail broker, Layr’s role if used, and the entity responsible for coverage advice, binding and amendments.
  • Which portal functions and coverage choices are enabled for this specific brokerage and California applicant?
  • Who negotiates renewals and receives claims notices when the servicing work is delegated?
  • Request the actual finance agreement and total repayment, not just the monthly amount or a statement that the brokerage retains its commissions.

Service Comparison

Gallagher vs Layr: documented services and availability

CriteriaGallagherLayr
Business role

Gallagher arranges business insurance and provides risk-management and employee-benefits consulting. Its technology practice serves startups through global enterprises. 2,3

Woodruff Sawyer is now part of Gallagher. Gallagher’s transition page retains access to Woodruff Sawyer client portals. 1

Gallagher Small Business identifies Arthur J. Gallagher Risk Management Services, LLC as its insurance-brokerage service provider. The exact producer for a former Woodruff Sawyer account should be confirmed in the engagement documents. 5,1

Layr Holdings, Inc. operates withlayr.com and markets the Layr Apex platform and licensed support service. Public materials describe Layr handling sales, service and support while its brokerage customer keeps the broker-of-record relationship; they do not identify Layr as the insurer underwriting every policy. 22,14,15,18

The reviewed sources identify Layr Holdings, Inc., its leaders and several investors, but do not disclose a current controlling parent or ownership percentages. 22,23,25

Layr says a participating brokerage can offload small-business sales, service and support to Layr while retaining broker-of-record status and 100% of its commissions. 15,19

Application process

The small-business quote link opens an advisor inquiry form asking for company and contact details, business description, coverage interests, employee count and annual revenue. Telephone and scheduled-advisor contact are also offered. This observed entry point does not establish instant binding or a turnaround time. 8,9

Layr describes an online workflow in which a small-business owner assesses and selects coverage, pays, and then has the submission sent to underwriting. Current pages use different speed claims—10 minutes on New Business Capture and 12 minutes in a 2024 announcement—so neither figure establishes the time to receive or bind an actual quote. 17,24

Servicing and renewals

Gallagher describes Go for client information and self-service, Submit for submission tracking and documents, and Verify for certificate management. Confirm which tools and service team your engagement includes. 2

For former Woodruff Sawyer clients, Gallagher links WS Connect for benefits and documents, Woodruff360 for policies, claim submission and certificates, and CSR 24 for certificates and auto ID cards. 1

Gallagher’s casualty practice describes pre-renewal meetings involving finance, HR, operations and risk-management stakeholders, alongside contract reviews and coverage-gap analysis. Confirm the renewal timetable and deliverables for your account. 10

Layr markets a white-labeled portal with licensed support and broker dashboard updates for policies, renewals, claims and payments. A company release also describes policyholder access to documents, quotes, claims, certificates, bills and electronic payments. 18,25

Layr says its team gathers updates, negotiates renewal terms with underwriters and finalizes renewal documents. It describes automatic-renewal policies as hands-free and says customers whose policies need updated information are alerted 60 days before renewal. 19

Fees and compensation

Gallagher discloses brokerage commissions or fees, sometimes both, as well as possible contingent and supplemental commissions. Affiliates or other intermediaries may also earn compensation. It directs clients to their representative for placement-specific details; the disclosure provides no startup fee schedule. 4

Layr's consumer-facing compensation disclosure says a business that uses its monthly credit-card payment arrangement can pay a percentage-based finance fee of up to 20% of premium. The page does not provide an account-specific rate, total repayment or cancellation terms. 21
