Evidence and Scope

Role: Hybrid provider. Scope: Coalition's US cyber and technology-errors-and-omissions activity at the named-entity level. Producer, surplus-lines, Texas managing-general-agency and Texas adjuster authority is verified for Coalition Insurance Solutions, Inc. in Georgia, Texas, Pennsylvania and Colorado only. Capacity is assessed for two named programmes and no others. For the admitted cyber programme, the issuer is Coalition Insurance Company, NAIC 29530, whose Georgia, Texas and Pennsylvania authorisations are verified, whose appointment of Coalition Insurance Solutions is recorded in Texas and Pennsylvania, and whose AM Best A- rating was affirmed in March 2024; the reinsurance panel behind it is undisclosed. For the Coalition Re programme of cyber reinsurance treaties and white-labelled cover, the capacity panel is led by Aspen on Coalition's own statement; that evidence reaches Coalition Re only and not the carrier's paper. The non-admitted cyber and executive-risk programmes, which Coalition places with unaffiliated insurers, have no evidenced panel and are not assessed. Coalition Incident Response, Inc. is a separate security-services entity and is out of scope.

Coalition's legal pages distinguish Coalition Insurance Solutions, Inc. as the insurance producer/broker, Coalition Insurance Company as an admitted cyber insurer, and Coalition Incident Response, Inc. as a security-services entity. These roles must not be collapsed into the Coalition brand.[1][2]

Licensing

Coalition publishes NPN 18419475 and a state table that lists California 0L76155 and Wisconsin 3000108852 for Coalition Insurance Solutions, Inc. The disclosures are company-reported; the NPN is retained as an identifier and not treated as state authority.[1]

The reviewed regulator lookup routes provide the correct agency/company search paths, but current authority was not independently established for the exact entity.[6][5]

Four of the jurisdictions in Coalition's published table were checked against state records on 22 September 2026 and all four are current for Coalition Insurance Solutions, Inc. under NPN 18419475: Georgia Principal Agency - Nonresident 196479, Texas General Lines Agency 2199630 with Surplus Lines Agency 2205589, Pennsylvania Producer 815731 with Non-Resident Surplus Lines 817452, and Colorado Non-Resident Agency 539028 carrying surplus-lines, casualty and property lines. Texas records two further active licences the company table does not mention: a Managing General Agency licence, 3004944, with an active MGA - Property and Casualty qualification, and an Adjuster licence, 3184847, with an active Property & Casualty adjuster qualification. Those are Texas authorities and do not evidence delegated underwriting or adjusting authority in any other state. The other 47 jurisdictions remain company-reported.[7][8][9][10][1]

Financial Strength

Coalition identifies Coalition Insurance Company as a wholly owned admitted carrier with an A- (Excellent) AM Best financial-strength rating, affirmed March 28, 2024 with stable outlook. The announcement says CIC products are reinsured by a panel, but it does not provide statutory surplus or a complete current reinsurance schedule.[3]

State company records independently confirm Coalition Insurance Company as an authorised insurer rather than a brand: NAIC 29530, domiciled in New York, shown active in Georgia since 11 May 2020, in Texas since 5 October 1990 and in Pennsylvania since 12 October 1990. Authorisation is not capital. No statutory annual statement, policyholder surplus figure or current exact-entity rating action for Coalition Insurance Company was obtainable, and the AM Best A- is a company announcement dated March 2024 rather than a current rating-agency record.[11][3]

The rating is now sourced from the rating agency rather than from Coalition. AM Best's own release of 28 March 2024 affirms Coalition Insurance Company of New York, AMB number 020646, at a Financial Strength Rating of A- (Excellent) and a Long-Term Issuer Credit Rating of 'a-' (Excellent), both with a stable outlook, and assesses the balance sheet strength as very strong on the strength of 'the strongest level of risk-adjusted capitalization, as measured by Best's Capital Adequacy Ratio (BCAR), surplus growth, conservative loss reserves and low underwriting leverage produced in the first nine months of operation and its five-year pro forma'. Two qualifications travel with that. The action is two and a half years old at this assessment date, so it is the most recent rating evidence obtainable rather than a current one, and the capitalisation assessment it rests on was formed on nine months of operating experience plus a projection. It is an opinion on capital adequacy, not a statutory statement: no annual statement or surplus figure for the company was obtainable.[12]

Risk Bearing

Coalition's licenses and U.S. disclaimers distinguish Coalition Insurance Company from Coalition Insurance Solutions, Inc. and state that the policy identifies the applicable carrier. Product/state issuer and capacity remain specific to the policy; no single carrier or exposure share is assigned to the entire Coalition catalogue.[1]

The capacity behind the admitted cyber programme is evidenced and named; the rest is not. Coalition's disclaimer places policy obligations on admitted products with Coalition Insurance Company alone, and Texas and Pennsylvania both record an active appointment of Coalition Insurance Solutions, Inc. by that carrier, from March 2023. The same state records show two further active appointments in both states, Swiss Re Corporate Solutions America Insurance Corporation (NAIC 29874) since December 2017 and Zurich American Insurance Company (NAIC 16535) since 2021, and three Zurich-group appointments that were terminated on 21 October 2024. Coalition separately publishes a fifteen-carrier list, which is a company disclosure of markets rather than evidence of which insurer stands behind a given programme. Nothing here establishes the panel behind Coalition's non-admitted cyber or executive-risk products, and the March 2024 announcement's statement that CIC products are reinsured by a panel of reinsurance carriers names no reinsurer, share or term.[2][8][9][1][3]

A second Coalition programme has named capacity, and it is not the one that issues the policies. Coalition Re, announced on 8 September 2024, provides capacity for non-proportional cyber reinsurance treaties and a white-labelled cyber product carrying up to 100% quota share support for cedants, and Coalition states both are 'supported by a robust panel of capacity providers led by Aspen, a leading specialty insurer and reinsurer'. That names a lead for the Coalition Re programme. It says nothing about the panel behind Coalition Insurance Company's admitted cyber paper: the announcement names no other panel member, does not say which Coalition entity houses Coalition Re, and draws no connection to the carrier's own operations. The reinsurance standing behind a buyer's admitted Coalition policy is still described only as 'a panel of reinsurance carriers', with no reinsurer, share or term named, and AM Best's rating release makes no statement about it either.[13][3][12]

Claims Service

Coalition describes pre-claims assistance and Claims Advantage as parts of its cyber offering. Those pages document support and response functions; they do not by themselves establish who owes the policy claim or the outcome of a claim.[4]

Coalition's US disclaimers settle where claims responsibility sits: 'Policy obligations are the sole responsibility of the issuing insurance carrier', and for admitted products 'Policy obligations are the sole responsibility of CIC'. Non-admitted cyber is offered through Coalition Insurance Solutions, Inc. acting on behalf of unaffiliated insurance companies, so on those policies the obligation rests with whichever of those insurers issued the contract. Coalition also holds an active Texas Property & Casualty adjuster licence in the producer entity's own name, which evidences in-house adjusting authority in Texas and nowhere else; no third-party administrator is named for any programme.[2][8]

Regulatory Record

The reviewed public disclosures do not establish a completed five-year conduct result for Coalition Insurance Solutions, Inc., Coalition Insurance Company or Coalition Incident Response, Inc. Current authority and conduct status require exact-entity regulator checks.[1][6][5]

Seven state records were retrieved across the producer and the carrier and none carries a restriction, suspension or adverse notation; the only terminations shown are three Zurich-group carrier appointments ended on 21 October 2024, which is a commercial change rather than a finding. A licence status is not a conduct search, and no completed five-year conduct result exists for any Coalition entity.[7][8][9][11]

Evidence gaps

  • Independent verification of the 47 jurisdictions in Coalition's published table that were not checked, and of the designated responsible producer behind each agency licence.
  • Statutory financial statements and a policyholder surplus figure for Coalition Insurance Company. AM Best's rating release gives a capital-adequacy opinion, not figures, and its ratings site was not available. The affirmation dates from 28 March 2024 and no later rating action was obtainable, so the rating evidence is two and a half years old at this assessment date.
  • The reinsurance panel behind Coalition Insurance Company. Coalition says its products are reinsured by a panel of reinsurance carriers and names no reinsurer, layer, share or collateral; AM Best's rating release makes no statement about the programme either. The Aspen-led panel disclosed for Coalition Re is a different programme and does not stand behind the carrier's admitted paper.
  • The insurers behind the non-admitted cyber and executive-risk programmes. Coalition's disclaimer says these are placed with unaffiliated insurance companies; the fifteen-carrier list is a markets disclosure and does not map a carrier to a programme, a state or a share.
