Cowbell vs
USI Insurance Services
Why Cowbell’s broker-distributed cyber and specialty programs complement, rather than replace, USI’s full commercial brokerage.
Introduction
A company that needs primary cyber and technology errors and omissions is not automatically shopping a workers’ compensation, cargo, or benefits program. Cowbell is a specialty underwriting platform sold through brokers. USI is a multi-line broker. Whether USI will submit to Cowbell, to PrivaSafe, or to other paper is a proposal question. Cowbell’s published programs do not replace a complete brokerage engagement, and USI’s catalogue does not mean Cowbell is available through USI. 1 31

Key Differences Between Cowbell and USI
Underwriter Versus Broker
Zurich’s investment in Cowbell is a capital relationship described by the company; it is not a statement that every Cowbell policy is a Zurich policy. USI’s pending Aon transaction is likewise an ownership event, not a change to today’s binder. 4 43
Product Scope
Cowbell’s documented programs are cyber, technology errors and omissions, and management liability. They do not constitute workers’ compensation, commercial auto, or employee benefits. USI lists those broader property-casualty and benefits services as brokerage work. If Cowbell is the desired cyber market, ask USI—or another broker—whether it will submit there. Cowbell’s “find an agent” path still leaves the rest of the program to place. 8 36
Named Paper Versus Unpublished Placement
Cowbell discloses issuing-insurer information on its program pages. USI’s PrivaSafe marketing does not. A like-for-like cyber comparison requires USI to name the PrivaSafe issuer and form so you can read it next to Cowbell wording. 10 37
How a Buyer Reaches the Product
Both paths run through an intermediary. The practical difference is whether you start at Cowbell’s agent finder or at USI’s technology inbox. Neither is a consumer checkout for a full startup stack. 8 32
Risk Services Around the Policy
Cowbell markets resiliency and risk services tied to its cyber offering. USI PATH is a cross-line risk-control platform. Ask what is bundled in premium versus separately contracted; published ROI claims on either side remain company-reported. 22 40

Service Comparison
Cowbell vs USI: documented services and availability
| Criteria | Cowbell | USI Insurance Services |
|---|---|---|
| Business role | Cowbell is a specialty-insurance platform and agency, not the insurer named on every policy. Cowbell Insurance Agency LLC says it is a U.S. property-and-casualty producer and may act as a general agent for one or more carriers; the issuing insurer remains responsible for the policy. 1,5,2 Cowbell identifies Zurich as a $60 million Series C investor and partner, while Zurich describes Cowbell as its technology collaborator for Select Plus. The reviewed sources do not describe Cowbell as a Zurich subsidiary or say that Zurich underwrites every Cowbell product. 4,19,3 | USI describes itself as a U.S. insurance brokerage and consulting firm that arranges property and casualty, employee benefits, personal risk, program, and retirement solutions. The reviewed official pages do not identify USI as the insurer that issues commercial policies. 24,23,30,43 USI’s commissions page states that, as a licensed insurance producer, it may advise on insurance contracts, sell insurance, and obtain coverages for clients. Privacy and staff materials identify the operating company as USI Insurance Services LLC. Current California producer-license status remains independently unverified. 30,29,44 On 31 August 2026, Aon plc announced a definitive agreement to acquire USI from KKR and other shareholders for a $17.0 billion purchase price, with closing expected in the fourth quarter of 2026 subject to customary conditions including regulatory approvals. Aon stated that Aon and USI will continue to operate independently until the closing date. The reviewed announcement does not establish that the transaction has closed. 43 |
| Coverage lines | Cowbell's current U.S. cyber catalogue includes admitted Prime 100 and Prime 100 Pro, non-admitted Prime 250 and Prime One, and follow-form excess Prime Plus. These are separate programs with different revenue appetites, limits, coverage descriptions and jurisdictional bases—not interchangeable versions of one policy. 9,11,12,13,14,15 Prime 100 Pro advertises limits up to $3 million; Prime One advertises up to $10 million for select risks and expressly describes AI-incident and quantum-computing coverage; Prime Plus advertises up to $5 million above a primary cyber policy. All remain subject to underwriting and issued policy terms. 12,14,15 Prime Tech combines non-admitted Technology E&O with cyber coverage for eligible technology businesses up to $1 billion in revenue and advertises limits up to $5 million. Prime Tech Plus is a separate follow-form excess Technology E&O and cyber product with up to $5 million in excess limits. 16,17 Cowbell's U.S. management-liability offering is Zurich Select Plus, a modular product with private-company D&O, employment-practices, fiduciary and crime coverage options. Zurich says appointed Zurich E&S wholesalers access the Cowbell-powered platform; the target is private businesses under 250 employees and under $50 million in assets. 18,19 Cowbell's product overviews say their coverage examples are illustrative and do not amend a policy. Actual coverage, conditions, limits, exclusions, availability and underwriting approval come from the issued policy and can vary by state and product. 11,12,13,14,15,16,17 | USI’s Technology practice lists insurance placement for property; business income and contingent business income; worldwide cargo and stock; errors and omissions; product liability; directors and officers liability; network security / USI PrivaSafe; and international. Those labels describe brokerage services. Limits, exclusions, insurer, and whether a given startup qualifies remain in a quote and policy. 32,37 USI’s commercial property and casualty pages describe advice and placement on workers’ compensation, property, general liability, auto liability, umbrella/excess, executive and professional risks, cyber, environmental, product liability, and related claims and risk-control services. Other industry pages add employment practices, crime, fiduciary, professional E&O, kidnap and ransom, representations and warranties, medical professional (malpractice) liability, and required bonding in the healthcare practice. Availability and wording vary by client, insurer, and jurisdiction. 31,33,34,35,39 USI’s employee-benefits practice describes consulting to design, price, and administer employer benefit programs, including underwriting analytics, HR administration support, population health, compliance/healthcare reform guidance, pharmacy and ancillary consulting. The private-equity practice separately lists employee health and welfare insurance services after a transaction. These pages describe consulting and placement services, not a specific insured health plan or carrier. 36,34 |
| Access to insurers | Cowbell's materials name Palomar Specialty Insurance Company for Prime 100 and Prime 100 Pro, Palomar and Chaucer Specialty Insurance Company for Prime 250, and Chaucer for Prime One. Prime Plus and Prime Tech Plus name only A-rated carrier paper, while the Select Plus page says Zurich admitted paper without naming the issuing legal entity. 11,12,13,14,15,17,18,7 | USI’s reviewed product and PrivaSafe pages do not name the insurers that issue its commercial, technology, or cyber placements. Privacy materials say USI may disclose personal information to third-party insurance carriers as needed to provide insurance services. A 2021 claims kit lists many insurer claim-reporting contacts for clients who already have those carriers; that directory is not a current placement panel or underwriting list. 37,32,31,29,41 |
| Application process | A U.S. buyer works through an insurance agent or broker. Cowbell provides a state-filtered agent directory, while appointed agents use Cowbell's platform to quote, bind and issue eligible products; no direct-to-buyer quote path was documented in the reviewed sources. 8,1,9,11 | USI does not publish a self-serve commercial quote flow on the reviewed pages. Technology and P&C inquiries are directed to pcinquiries@usi.com or a local office. The contact page includes a website message box that USI warns is not secured in transit and should not be used for sensitive information. Small- and medium-sized management-liability inquiries are also directed to Select.Business@usi.com. No public binding timetable or online eligibility tool was found. 32,31,27,39 |
| Servicing and renewals | Cowbell describes continuous risk ratings, policyholder insights, security connectors, cybersecurity training and resiliency support alongside its cyber products. Some services are complimentary or limited to a trial or first policy year; managed detection, penetration testing, identity monitoring and compliance support also appear as subscription services for qualified customers. 22,11,15 Cowbell's FAQ directs policyholders to their agent for cancellation and directs agents to Cowbell for endorsements. It describes different renewal workflows: Prime 100 proposals are generated roughly 60 days before expiration, while Prime 250 requires a signed renewal application and underwriting review before a quote is released. 20 | USI describes USI ONE as a proprietary consultative process that combines Omni analytics, a national network of specialists, and an enterprise planning process. Technology and P&C pages say clients receive tailored recommendations aimed at total cost of risk. Those are company descriptions of advisory method, not independently verified service outcomes. 25,32,31 USI PATH is described as a proprietary risk-control platform that presents industry loss drivers, improvement areas by coverage line, and curated vendor solutions with preferred pricing and ROI projections. The homepage also markets PATH as guiding clients through risk control from identifying sources of loss to targeting solutions. Performance, ROI, and premium-reduction claims on those pages are company-reported. 40,23 |
