At-Bay vs Travelers

When At-Bay’s cyber and tech E&O specialist programs complement rather than replace Travelers workers compensation, property and CyberRisk Tech through agents.

Introduction

A managed service provider renewing cyber and technology errors and omissions (E&O) can see At-Bay’s broker-platform quotes and a Travelers agent’s CyberRisk Tech proposal for similar revenue. At-Bay Insurance Services LLC is the agency and surplus-lines broker; At-Bay Specialty Insurance Company issues excess-and-surplus (non-admitted) cyber and tech E&O on At-Bay’s August 2023 transition announcement for new business. Travelers underwrites its own affiliates for CyberRisk Tech plus workers compensation, property and auto on technology pages. At-Bay’s reviewed insurance landing pages do not present a full workers compensation program the way Travelers technology pages list that line. 5 11 1 14

Where Each Provider Shines

Where At-Bay Shines

  • Tech E&O combines professional liability and cyber protection. 2
  • Stance pairs eligible policies with monitoring, training and cyber advisors; MDR costs extra. 7

Where Travelers Shines

  • Travelers markets technology insurance to startups and established tech companies, with CyberRisk Tech that can combine cyber and technology E&O. 14,17,15
  • U.S. business insurance is sold through independent agents; many small risks can be quoted and issued in an agent platform, while specialty technology accounts still need underwriting. 19,36,14,16,42,35

Key Differences Between at-Bay and Travelers Insurance

Cyber Agency and E&S Insurer Versus Travelers Group

At-Bay offers cyber, technology errors and omissions (Tech E&O), and miscellaneous professional liability insurance. Its disclosed producer, At-Bay Insurance Services LLC, is a property and casualty agency and surplus lines broker; its website says coverage is underwritten by non-admitted insurers. 1,5

Travelers is a property-casualty insurance group. The Travelers Companies, Inc. is the public holding company; policies are issued by subsidiaries such as The Travelers Indemnity Company and affiliates, not by the holding company itself. 41,42,34,20

At-Bay separates insurance from At-Bay Security’s optional Stance managed detection and response services sold under a security affiliate. Travelers Cyber Risk Services attach to eligible cyber policies; Travelers is primarily an insurer group, not a managed-detection vendor. Confirm which Stance fees are optional before comparing total cost. 7 16

Tech E&O, Cyber and MPL Versus CyberRisk Tech

At-Bay tech E&O pages list coverage highlights, primary and excess appetite footnotes and state restrictions. At-Bay cyber and miscellaneous professional liability pages describe separate products with their own appetite tables. Travelers CyberRisk Tech combines technology E&O and cyber insuring agreements on one form family. Excess and primary stacking rules differ by issuer. 2 3 4 16

Travelers also markets property, workers compensation, commercial auto, umbrella, management liability and inland marine for technology accounts on those Travelers pages. At-Bay’s reviewed insurance landing cards focus on cyber, technology E&O and related specialty products. 14 1

Broker Platform and Incident Response

At-Bay’s broker platform advertises quote, customize, bind and renewal for brokers. Travelers uses independent agent workflows. At-Bay publishes a cyber incident roadmap integrating response with claims; Travelers lists business claims reporting and a Technology claim unit—different intake designs, not ranked performance. 6 8 9 29

At-Bay reviewed pages do not publish buyer-specific broker fee schedules; Travelers discloses producer compensation types. 2 20

What to Confirm in Quotes

  • Issuing company—At-Bay Specialty Insurance Company excess-and-surplus paper versus Travelers indemnity affiliate. 11 38
  • State restrictions footnotes on At-Bay tech E&O versus Travelers California eligibility. 2 43
  • Workers compensation and property if the account needs lines Travelers lists and At-Bay’s reviewed pages do not present as a full At-Bay program. 38 1
  • Primary and excess tower when combining At-Bay excess with Travelers primary or vice versa. 2 39
  • Optional Stance managed detection and response costs separate from At-Bay premium. 7

Service Comparison

At-Bay vs Travelers Insurance: documented services and availability

CriteriaAt-BayTravelers
Business role

At-Bay offers cyber, technology errors and omissions (Tech E&O), and miscellaneous professional liability insurance. Its disclosed producer, At-Bay Insurance Services LLC, is a property and casualty agency and surplus lines broker; its website says coverage is underwritten by non-admitted insurers. 1,5

Travelers is a property-casualty insurance group. The Travelers Companies, Inc. is the public holding company; policies are issued by subsidiaries such as The Travelers Indemnity Company and affiliates, not by the holding company itself. 41,42,34,20

Travelers says it primarily sells U.S. insurance through independent agents and brokers, whom it calls producers and who are not Travelers employees. It also owns Simply Business, Inc. and InsuraMatch, LLC, licensed digital independent agencies it says operate nationwide. 20,19,42

Coverage lines

At-Bay describes Tech E&O as combining professional liability and cyber protection, including coding errors, failed implementations and customer contractual indemnity. It also describes service credits issued to settle a claim as payable damages, subject to policy terms. 2

At-Bay markets cyber coverage for direct and contingent business interruption and system failure, cyber extortion, privacy liability, and financial fraud exposures such as social engineering and invoice manipulation. Specific limits and conditions require the quote and policy. 3

At-Bay markets miscellaneous professional liability (MPL) on a primary basis for businesses of all revenue sizes, with limits up to $5 million and state restrictions. The product page describes claims-made-and-reported coverage, a duty to defend and a tailored definition of professional services. 4

At-Bay advertises excess Cyber and Tech E&O alongside primary coverage. The excess catalogue entry refers to those specialist lines; it does not establish a general commercial umbrella offering. 3,2

On its technology pages, Travelers lists CyberRisk Tech (technology E&O and cyber options, including media and regulatory-proceedings agreements on the cyber page), Global Companion Plus+, general liability, commercial property, workers compensation, commercial auto and umbrella. Other current offering pages list a small-business technology-services BOP, management-liability lines (D&O, EPL, fiduciary, fidelity and crime, kidnap and ransom), professional E&O, inland marine including cargo, equipment breakdown, surety and commercial umbrella/excess including a Northfield surplus-lines option. 14,16,15,21,40,26,28,27,39

Access to insurers

At-Bay announced in August 2023 that eligible new E&S Cyber and Tech E&O business would be quoted on At-Bay Specialty Insurance Company paper. That historical announcement does not identify the insurer on a current California quote or establish the issuer for MPL. 11

The current MPL product page does not name its issuing insurer. A September 2023 announcement names United Specialty Company for MPL, but that historical reference is insufficient to establish the current contracting insurer or California placement. 4,13

Travelers is the brand. Product footers name The Travelers Indemnity Company and its property-casualty affiliates, and Bond & Specialty pages name Travelers Casualty and Surety Company of America and affiliates. Umbrella materials also describe Northfield excess-and-surplus coverage for some hard-to-place risks. The issuing company, admitted or surplus status, and any fronting or network partner remain quote-specific. 20,38,22,39,32

Application process

At-Bay describes a broker workflow of completing an application, adjusting limits and retentions, reviewing documents, selecting an effective date, and satisfying contingencies and signature requirements before binding. Brokers can also email submissions to underwriting. An online quote is not itself bound coverage. 6,4

Travelers tells business buyers to get a quote through an independent agent, using a public agency locator. Its 2025 Form 10-K says Select Accounts uses an automated underwriting platform so agents can quote, bind and issue a substantial amount of small-business risks, while more complex risks are underwritten with company personnel. Technology and CyberRisk Tech pages likewise tell buyers to consult an agent or Travelers representative; a direct public bind path for technology packages was not found on the reviewed pages. 19,36,14,16,42,35

Servicing and renewals

At-Bay Stance offers vulnerability monitoring, fraud defense, employee security training and access to cyber advisors. Access is tied to the policy’s Embedded Security Fee and Endorsement; optional managed detection and response (MDR) is a separate purchase from At-Bay Security, LLC. 7

At-Bay markets Stance MDR for endpoints and email, plus managed extended detection and response (MXDR) spanning endpoint, email, identity and cloud. It says MDR is optional for insurance and available beyond its policyholders. Coverage enhancements and premium credits have qualifying conditions. 7

At-Bay describes broker dashboard access to active policies and renewals, with rapid and manual renewal paths. Its platform page says rapid renewals bind automatically 15 days before expiry; buyers should confirm enrollment, terms and change deadlines with their broker. 6

MyTravelers for Business is described as an account portal for paying bills, reporting and tracking claims, retrieving policy documents and printing auto ID cards. Certificates of insurance and adding additional interests while creating a certificate are described as available in real time only for certain Select Accounts and National Programs Commercial Multi-Peril customers. Contact-us copy tells business policyholders to contact their agent for policy-service questions. 31,19
