At-Bay vs
Layr
Separate Layr’s brokerage workflow and servicing support from At-Bay’s insurance and security products.
Introduction
A founder encountering Layr through an existing broker is not necessarily being offered a new competing insurance market. Layr describes infrastructure and support for brokers’ small-business books. At-Bay offers specialist insurance products through a broker platform. One can concern how an account is administered while the other concerns the coverage purchased; the records do not establish an integration between them. 15 1 6

Key Differences Between at-Bay and Layr
The Broker Can Remain in Place
Layr says participating brokers retain their client relationship and commissions, and can use existing carrier relationships. Its presence should therefore prompt a responsibility check: which firm advises on coverage, which services requests, and which submits to insurers? At-Bay’s platform supports quoting its products; it is not evidence that a Layr-supported brokerage has access to them. 15 19 6
A Portal Does Not Establish the Cyber Form
Layr’s current materials illustrate several business lines, but the reviewed dedicated cyber page was unavailable. That leaves cyber terms unresolved, rather than proving the product unavailable. At-Bay publishes a combined Tech E&O description that can be used to request a specific proposal. Compare the actual policy arranged through the broker, not Layr’s portal features with an insurance form. 17 20 2
Separate Administration, Financing and Security Costs
Layr’s disclosures describe different compensation arrangements and a finance fee for an applicable monthly-payment arrangement. That is not a universal surcharge. At-Bay’s Embedded Security Fee relates to Stance services, with MDR separately purchased. Ask for charges by legal payee and purpose before comparing installment totals. 21 22 7
What to Confirm in Quotes
Request the servicing agreement, broker-of-record identity, proposed insurer and California eligibility. Identify who handles renewal data, certificates and claims notice, and whether monthly payments create a separate financing obligation. Layr’s renewal support and At-Bay’s security program should each have a named owner on the account. 18 19 7
Service Comparison
At-Bay vs Layr Insurance: documented services and availability
| Criteria | At-Bay | Layr |
|---|---|---|
| Business role | At-Bay offers cyber, technology errors and omissions (Tech E&O), and miscellaneous professional liability insurance. Its disclosed producer, At-Bay Insurance Services LLC, is a property and casualty agency and surplus lines broker; its website says coverage is underwritten by non-admitted insurers. 1,5 | Layr Holdings, Inc. operates withlayr.com and markets the Layr Apex platform and licensed support service. Public materials describe Layr handling sales, service and support while its brokerage customer keeps the broker-of-record relationship; they do not identify Layr as the insurer underwriting every policy. 22,14,15,18 The reviewed sources identify Layr Holdings, Inc., its leaders and several investors, but do not disclose a current controlling parent or ownership percentages. 22,23,25 Layr says a participating brokerage can offload small-business sales, service and support to Layr while retaining broker-of-record status and 100% of its commissions. 15,19 |
| Application process | At-Bay describes a broker workflow of completing an application, adjusting limits and retentions, reviewing documents, selecting an effective date, and satisfying contingencies and signature requirements before binding. Brokers can also email submissions to underwriting. An online quote is not itself bound coverage. 6,4 | Layr describes an online workflow in which a small-business owner assesses and selects coverage, pays, and then has the submission sent to underwriting. Current pages use different speed claims—10 minutes on New Business Capture and 12 minutes in a 2024 announcement—so neither figure establishes the time to receive or bind an actual quote. 17,24 |
| Servicing and renewals | At-Bay Stance offers vulnerability monitoring, fraud defense, employee security training and access to cyber advisors. Access is tied to the policy’s Embedded Security Fee and Endorsement; optional managed detection and response (MDR) is a separate purchase from At-Bay Security, LLC. 7 At-Bay markets Stance MDR for endpoints and email, plus managed extended detection and response (MXDR) spanning endpoint, email, identity and cloud. It says MDR is optional for insurance and available beyond its policyholders. Coverage enhancements and premium credits have qualifying conditions. 7 At-Bay describes broker dashboard access to active policies and renewals, with rapid and manual renewal paths. Its platform page says rapid renewals bind automatically 15 days before expiry; buyers should confirm enrollment, terms and change deadlines with their broker. 6 | Layr markets a white-labeled portal with licensed support and broker dashboard updates for policies, renewals, claims and payments. A company release also describes policyholder access to documents, quotes, claims, certificates, bills and electronic payments. 18,25 Layr says its team gathers updates, negotiates renewal terms with underwriters and finalizes renewal documents. It describes automatic-renewal policies as hands-free and says customers whose policies need updated information are alerted 60 days before renewal. 19 |
| Fees and compensation | Stance access uses an Embedded Security Fee and Endorsement, while MDR is separately purchased. Security costs should be distinguished from the insurance premium and any broker charges. 7 Commission rates, broker compensation arrangements and a complete placement-fee schedule were not disclosed in the reviewed product, platform and US terms pages. This does not establish that commissions or fees are absent; request an itemized quote and compensation disclosure. 2,6,10 | Layr's current broker FAQ says Layr receives a percentage of premium while the brokerage keeps 100% of commissions. A separate consumer-facing disclosure says carriers pay Layr a commission and businesses may pay a finance fee of up to 20% of premium. The pages do not reconcile which arrangement applies to a particular broker, policyholder or payment plan. 19,21 Layr's consumer-facing compensation disclosure says a business that uses its monthly credit-card payment arrangement can pay a percentage-based finance fee of up to 20% of premium. The page does not provide an account-specific rate, total repayment or cancellation terms. 21 |
