Certificate of Insurance for a Government Agency

Send a government agency the certificate its contract requires

Generate the agency’s certificate in the Spot app, and your Spot team gets the endorsements its contract specifies onto your policies first.

  • The agency’s insurance specifications read for you
  • Endorsements the agency names requested through your broker
  • Keep your broker or switch, with no commissions on premiums

Get the policy wording right

Agencies often specify who must be added and how. We work with your broker and insurer to add that wording to your policies.

What your certificate needs to show

  • 01

    General liability

For injury or property damage arising from your work under the contract.

  • 02

The agency and its people as additional insureds

Often the agency, its officials, employees and volunteers, in the words the contract uses.

  • 03

    Auto and workers’ compensation

Auto liability for vehicles used on the contract, and workers’ comp as your state requires it.

  • 04

    Professional liability

For consulting, design, engineering or technology contracts, cover for claims that your work caused a loss.

  • 05

    Contract details on the certificate

The contract or solicitation number and a short description of the work.

Endorsements to check

  • 01

    Additional insured

Extends your liability policy to the agency and the people it names, for claims arising from your work. Some agencies ask for a copy of the endorsement along with the certificate.

  • 02

    Waiver of subrogation

Your insurer agrees not to pursue the agency to recover what it pays on a claim. It has to be endorsed on each policy the contract lists.

  • 03

    Primary and non-contributory

Your policy responds before the agency’s own coverage or self-insurance, without asking it to share. Your Spot team gets it endorsed through your broker and insurer.

Generate your certificate in Spot

  • 01

Pick the policies the contract lists

Choose each policy the specifications name from your Spot workspace.

  • 02

Name the agency as certificate holder

Use the agency name and the address in the certificate instructions, which may differ from the office you work with.

  • 03

    Upload the specifications

Attach the insurance specifications, and add the contract number and description of work.

  • 04

    Review, then submit

Check the additional insured wording, limits and dates against the specifications, then download the certificate or send it to the contracting office.

Mistakes to avoid

  • 01

    Leaving out officials and employees

Many agencies want their officials, employees and volunteers covered too. A certificate that names only the agency can be sent back.

  • 02

    Expecting bonds on the certificate

Performance and payment bonds aren’t insurance and don’t appear on a liability certificate. The surety issues the bond itself.

  • 03

    Using the wrong agency address

Send certificates where the contract says, often a risk management or contracts office, not the program team you work with.

Common questions

Can I generate the agency’s certificate in Spot?

Yes. You create it in the Spot app from your policies. If the agency also wants endorsement copies, your Spot team gets them from your broker.

Does the certificate add the agency to my policy?

No. A certificate describes your policies and adds nobody to them. The agency becomes an additional insured through an endorsement, which your Spot team requests through your broker and insurer.

Where do bonds fit in?

A bond guarantees your obligation to the agency and is issued by a surety, separately from your insurance. Spot helps you prepare for the surety when the contract needs one.

Do I have to use Spot’s brokers?

No. Spot works with your current broker, takes no commissions on premiums and can introduce another if you want one.
