When should a startup compare employee health benefits?
When hiring, compare group plans with your budget and hiring plans. In California, eligible employers can choose plan tiers and contributions through Covered California for Small Business; employees choose among offered plans. This is separate from commercial liability.[6]
For the federal ACA threshold, IRS generally counts the prior year’s monthly average of full-time employees plus full-time equivalents. Related employers may be combined; seasonal-worker and new-employer rules can apply. Today’s headcount alone is not enough.[7]
Ask a benefits adviser which plans, employees, contributions, enrollment dates, and networks are available. Near the threshold, confirm whether the company is an applicable large employer (ALE) and check current shared-responsibility and reporting rules against the IRS calculation for your facts; the threshold alone does not decide every offer or payment question.[6][7]
