No conclusion follows from an app-based model alone. CPUC defines a TNC around arranging compensated passenger transportation using an app and a driver’s personal vehicle; delivery services are not automatically the same activity.[2]
Map what the service transports, which vehicles and drivers it uses, and how it matches or dispatches them. Confirm the business’s legal classification and current rules before relying on a regulator summary.[2][1]
Then ask the broker to show how each declared vehicle use and operating stage appears in the quote. Regulatory minimums do not answer every commercial policy term.[3][1]
