Does every payment business need a fidelity bond?

FinCEN’s MSB overview describes activity categories, not a bond requirement. Ask the bank, network, program, or regulator named in your documents which specific rule or contract clause applies.[3]

If a bank, network, program, or rule raises the issue, ask the requester to identify the exact legal entity, capacity, contract clause, form, and limit it requires. Do not generalize one partner’s condition to every payment business.[4][3]

Ask the broker to compare the requested bond with any crime quote and explain the persons, property, transfers, discovery terms, and exclusions in each form. A similar label does not make the documents interchangeable.[6]
