Commercial Auto Insurance in Illinois

Illinois §7-601 requires liability insurance for public-highway motor vehicles, subject to listed exceptions; §7-203 sets $25,000/$50,000 bodily-injury and $20,000 property-damage minimums for vehicles covered by that section. Illinois §7-603.5 excludes commercial-lines auto policies from its routine electronic verification program, though insurers may voluntarily report them; this reporting exclusion does not relax the §7-601 insurance duty. Ask whether your insurer reports a given fleet policy, and keep proof in out-of-state units operating on Illinois highways. 3,1,4

What Is Commercial Auto?

Commercial auto suits businesses that use vehicles for work and need liability protection; damage to your own vehicles is a separate coverage choice. If employees drive personal or rented cars, check how those trips are handled. Read the national Commercial auto guide.

What to Watch for in Illinois

  • Check Whether Section 7-601 Applies To Each Unit

Illinois §7-601(b) exempts vehicles required to file liability proof with the Illinois Commerce Commission and other listed categories from that section’s general policy rule. Ask your broker to identify the required filing for any such unit before treating the 25/50/20 amount as the full applicable requirement; the exemption itself does not specify another limit. 3,1

  • Commercial Auto Is Outside Routine Electronic Verification

625 ILCS 5/7-603.5(a)(7) excludes commercial-lines auto insurance from the routine verification program but allows insurers to report coverage voluntarily. That exclusion affects reporting, not §7-601’s separate insurance requirement. The Secretary of State describes twice-yearly checks for the general program; ask whether your carrier reports your commercial policy before relying on that process. 4,2

  • Ask How to Handle an Unable-to-Verify Notice

If the Secretary sends an unable-to-verify notice for a policy included in the program, §7-603.5 allows 30 calendar days to prove coverage on the attempted-verification date or that the vehicle is no longer operable. Because commercial-lines auto is excluded unless voluntarily reported, confirm with your insurer whether this program and notice process applies to your fleet. 4

  • Keep Insurance Evidence in Out-of-State Units

Illinois §7-601(d) separately requires an out-of-state-registered vehicle operating on Illinois highways to be insured, and its operator must carry evidence of insurance in the vehicle. Add proof cards to the documents issued with visiting or interstate fleet units. 3

The separate SLAI stamping fee is 0.04% for policies effective on or after January 1, 2023; a 1% fire marshal tax also applies to taxable fire premium. 9,8,12,13,10

Surplus Line Association of Illinois

  • Illinois guaranty fund limits: For covered claims against a member insurer, the Illinois Insurance Guaranty Fund generally caps its obligation at $500,000 per claim; workers’ compensation claims are excepted from that dollar cap. This fund does not protect policies issued by nonadmitted surplus-lines insurers. The net-worth exclusions apply to covered claims against member insurers. 10
  • Illinois FAIR Plan: If you cannot obtain basic property coverage in the voluntary market, the Illinois FAIR Plan offers a residual-market option for eligible property. Check its current eligibility and coverage limits before relying on it for a commercial location. 11

Providers With Documented State Licenses

These providers publish a national listing for Commercial auto; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm the product is available in Illinois. Check the regulator’s license lookup and confirm state availability for your business when requesting a quote.

The company-reported table has no stated as-of date and does not establish product availability. 16
  • TechInsuranceSpecialty Program Group LLCInsurance producer · checked 2026-09-28TechInsurance’s current licensing page names Specialty Program Group LLC / SPG Insurance Solutions and lists state license numbers, but labels Rhode Island “Individual licenses” rather than identifying a license for the named agency. RI is omitted because this disclosure does not establish agency authority there; this is a search limitation, not an assertion that the company is unlicensed. The remaining state entries are company-reported and are not an insurance product availability map. 20

Questions to Ask Before You Buy in Illinois

  1. Does any Illinois unit fit a §7-601(b) exception, including the Illinois Commerce Commission filing category, and what separate filing applies?
  2. Does our insurer voluntarily report our commercial-lines policy to Illinois, and who should respond if the Secretary cannot verify coverage?
  3. Do drivers of vehicles registered outside Illinois carry evidence of insurance when operating on Illinois highways?
  4. For each vehicle covered by §7-601, do the declarations show at least $25,000/$50,000/$20,000?

Commercial Auto in Illinois: FAQ

What are Illinois’ minimum liability limits for a business vehicle? 1,3

For vehicles covered by §7-601, Illinois sets minimum limits of $25,000 for one person, $50,000 for two or more people, and $20,000 for property damage. Section 7-601 lists exceptions, including vehicles required to file proof with the Illinois Commerce Commission. 1,3

Does Illinois electronically verify commercial auto insurance twice a year? 4,2

No, not as part of the routine program: §7-603.5 expressly excludes commercial-lines auto insurance, though an insurer may voluntarily report coverage. That electronic-reporting exclusion does not exempt a vehicle from §7-601’s insurance requirement. Ask your carrier whether it reports a particular fleet policy; the Secretary of State’s general verification page does not establish that it does. 4,2
