NAIC compiles closed, confirmed consumer complaints about insurance carriers from state insurance departments and publishes counts and a complaint index. The index is not a complete claims-quality score and should not be the only comparison factor. ## What the Figures Count

NAIC collects closed, confirmed complaints about insurance carriers from state insurance departments and shows them by state, company, and insurance type for the past three years.
