# Trucking Insurance in Washington

Washington intrastate common carriers must file liability proof with the Utilities and Transportation Commission: $300,000 for nonhazardous property vehicles under 10,000 pounds and $750,000 at 10,000 pounds or more. The state’s hazardous-material tiers reach $1 million or $5 million, so the commodity and vehicle class determine the required filing.[^1][^2]

## What Is Trucking?

Trucking coverage can address liability, damage to your trucks and cargo losses, but one quote may not include all three. If you haul goods for customers or yourself, compare those protections and check whether the quote needs motor-carrier or other commercial auto coverage. [Read the national Trucking guide](/coverage/trucking).

## Washington Requirements

| Requirement | Details |
| --- | --- |
| Intrastate common-carrier liability | $300,000 under 10,000 lb GVWR; $750,000 at 10,000 lb or more for nonhazardous property[^1] |
| Hazardous-material filing | Depending on commodity and vehicle, $1 million or $5 million[^1][^2] |

## What to Watch for in Washington

### Permit and Insurance Filing Go Together

Washington’s UTC says covered transportation companies need a permit or certificate and filed insurance proof. Confirm the insurance filing is accepted before starting an operation that requires UTC authority.[^3][^1]

### Exactly 10,000 Pounds Changes the Tier

WAC 480-14-250 applies the $750,000 nonhazardous-property filing at 10,000 pounds or more; under 10,000 pounds the amount is $300,000. Match every unit’s GVWR to the filing schedule instead of assuming the federal threshold applies unchanged.[^1]

### Hazmat Classification Can Raise the Filing to $5 Million

Washington’s schedule has $1 million and $5 million categories tied to the listed hazardous materials and transport conditions. Give your agent the exact material, packaging, and vehicle configuration before selecting the Form E limit.[^1]

### Separate Intrastate and Federal Filings

The UTC schedule addresses state filings; FMCSA separately requires federal proof for interstate operating authority. If your trucks cross state lines, ask whether both filings cover the same entity, equipment, and operation.[^3][^4]

## Who Regulates Insurance in Washington

**Washington State Office of the Insurance Commissioner.** The Washington State Office of the Insurance Commissioner administers Washington insurance laws, oversees insurers and insurance producers within its authority, and provides regulatory and consumer resources. You can use the department's complaint process to raise an insurance issue and its licensing resources to check insurance professionals.[^5][^6][^7]

- [License lookup](https://nipr.com/licensing-center)
- [File a complaint](https://content.naic.org/state-insurance-departments)

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 2% of premium The NAIC's state chart lists a 2% of premium charge for surplus-lines coverage for Washington (the chart's state entries were reviewed in October 2025). Your broker may collect the applicable amount with the premium. Surplus-lines insurers are not licensed in the state and generally are outside state guaranty-association protection; ask your broker to explain the insurer's financial protections and any diligent-search requirement that applies to your placement.[^8][^9]

## Providers With Documented State Licenses

No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. [Check the regulator’s license lookup](https://nipr.com/licensing-center) and confirm availability with a provider when requesting a quote.

## Questions to Ask Before You Buy in Washington

1. Does our Washington intrastate operation need a UTC permit or certificate, and has the insurance filing been accepted?
2. Does any vehicle have a 10,000-pound GVWR, which moves it into the $750,000 nonhazardous tier?
3. Which Washington hazardous-material category applies to our materials and containment method?

## Trucking in Washington: FAQ

### What is the Washington intrastate trucking insurance minimum?

For nonhazardous property common carriers, it is $300,000 for vehicles under 10,000 pounds GVWR and $750,000 for vehicles at 10,000 pounds or more. Hazardous-material categories have higher limits.[^1]

### Can a Washington carrier use a binder instead of Form E?

A binder may serve as proof for no more than 60 days; the carrier must then file Form E or Form G. Keep the filing continuous so the UTC does not suspend or cancel authority.[^1]
