# Indiana trucking insurance: identify when state authority applies

For an intrastate for-hire carrier or a carrier hauling hazardous materials, Indiana DOR says an insurer must file Form E with Motor Carrier Services; interstate carriers with federal authority also have federal filings. Indiana’s state operating authority is specifically for passenger and household-goods carriers: after approval, those applicants have 60 days to submit insurer-filed Form E and a tariff before operating. This is a filing distinction, not a promise that the policy covers the loads.[^1][^2]

## What Is Trucking?

Trucking coverage can address liability, damage to your trucks and cargo losses, but one quote may not include all three. If you haul goods for customers or yourself, compare those protections and check whether the quote needs motor-carrier or other commercial auto coverage. ## What to Watch for in Indiana

### Do not confuse ordinary freight with household goods

Indiana’s CPCC page covers household goods and passengers. A general property carrier should not assume the same state certificate applies solely because it is for hire; separately determine intrastate registration and federal authority based on route, cargo and operation.[^2][^1]

### Crossing a state line changes filing questions

DOR says for-hire property or passenger carriers that leave Indiana need an FMCSA MC number. It describes different Indiana and federal insurance proof filings for intrastate versus interstate operation. Confirm the insurer has filed each required form for the actual route and carrier authority.[^1]

### A required liability filing is not freight protection

The agency forms concern financial-responsibility proof and do not establish cargo-in-transit or truck physical-damage coverage. Compare shipment values, commodities and custody/transit stages against the issued cargo policy and its exclusions.[^1][^2]

## Who Regulates Insurance in Indiana

**Indiana Department of Insurance.** The Indiana Department of Insurance licenses and regulates insurance companies and producers, reviews rates and policies, and investigates consumer complaints. ### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 2.5% of gross premium when Indiana is the home state Indiana’s surplus-lines premium tax is 2.5% when Indiana is the insured’s home state. Surplus-lines policies are outside Indiana guaranty-fund protection; before you buy, confirm the insurer’s identity and financial strength with your broker.[^6][^7][^8][^9]

Its FAQ separately says intrastate for-hire or hazardous-material carriers need an Indiana Form E. Determine your actual operation before applying the household-goods rule to general freight.[^2][^1]

### Does Indiana Form E guarantee policy coverage?
