# Liquor Liability in Washington

Washington law bars selling liquor to a person who appears under the influence, and the Liquor and Cannabis Board requires MAST permits for covered alcohol-service roles. Make sure your policy, staff training records, and licensed locations match the way your business serves alcohol.[^1][^2]

**Coverage:** [Liquor liability](/coverage/liquor-liability) · [Washington](/coverage/states/washington)

## What Is Liquor Liability?

Liquor liability can cover claims tied to your business selling, serving or furnishing alcohol. If you run a bar, restaurant or event where you provide drinks, check how the quote treats injuries, property damage and occasional service. [Read the national Liquor liability guide](/coverage/liquor-liability).

## What to Watch for in Washington

### Refusing Service Is a License Rule

RCW 66.44.200 prohibits selling liquor to anyone apparently under the influence; a patron who appears intoxicated also may not purchase or consume alcohol on licensed premises. Ask how the policy handles claims after an overservice allegation and document refusal and incident procedures.[^1]

### Many Service Roles Need a MAST Permit

Washington LCB requires a MAST permit for people who serve, mix, sell, or supervise on-premises alcohol service, and some tasting and growler roles are included. Confirm permit timing for new hires and retain records for the employees covered by your liquor-liability application.[^2][^3]

### Enforcement Can Be Separate for the Same Incident

The statute says an administrative action over an unlawful sale and an infraction against an intoxicated patron are separate proceedings. Ask the broker how defense and investigation costs are treated when a regulator and an injured claimant pursue matters after one event.[^1]

## Who Regulates Insurance in Washington

**Washington State Office of the Insurance Commissioner.** The Washington State Office of the Insurance Commissioner administers Washington insurance laws, oversees insurers and insurance producers within its authority, and provides regulatory and consumer resources. You can use the department's complaint process to raise an insurance issue and its licensing resources to check insurance professionals.[^4][^5][^6]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 2% of premium The NAIC's state chart lists a 2% of premium charge for surplus-lines coverage for Washington (the chart's state entries were reviewed in October 2025). Your broker may collect the applicable amount with the premium. Surplus-lines insurers are not licensed in the state and generally are outside state guaranty-association protection; ask your broker to explain the insurer's financial protections and any diligent-search requirement that applies to your placement.[^7][^8]

## Providers With Documented State Licenses

These providers publish a national listing for Liquor liability; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm that the product is available in Washington; [check the regulator’s license lookup](https://nipr.com/licensing-center) and confirm state availability for your business when requesting a quote.

- [Corgi](/insurance-providers/corgi) — **Entity:** Corgi Insurance Services, Inc.; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** Corgi’s company producer-license table lists 50 jurisdictions: 49 states and the District of Columbia, including DC license 3003091619. New Mexico does not appear in the table and is not included here; the omission does not establish that Corgi is unlicensed there. The company-reported table has no stated as-of date and does not establish product availability.[^11]

## Questions to Ask Before You Buy in Washington

1. Which of our staff roles require MAST permits, and what proof should we retain?
2. Does the quote cover all locations and tastings where we serve alcohol?
3. How are defense costs handled if a liquor-control investigation and an injury claim follow the same incident?

## Liquor Liability in Washington: FAQ

### Do Washington alcohol servers need a permit?

Yes. LCB requires a MAST permit for covered alcohol-service and supervisory roles, including on-premises servers and bartenders; some off-premises tasting roles are covered too.[^2][^3]

### Can a Washington bar serve an apparently intoxicated person?

No. RCW 66.44.200 prohibits selling liquor to a person apparently under the influence.[^1]
