Oregon requires a business that allows on-premises alcohol consumption to carry at least $300,000 in liquor liability insurance to obtain an OLCC license. ## What to Watch for in Oregon

### Proof Is Required Before the License

OLCC says it will not issue a Temporary Letter of Authority to Operate or final license without proof of current liquor liability coverage. The certificate must list all applicants as named insureds, the business address, at least $300,000 of coverage, and OLCC as certificate holder; match the certificate to the exact licensed entity and premises.[^1]

### Visible Intoxication Is the Statutory Trigger

ORS 471.565 focuses on serving a visibly intoxicated person, substantial contribution to the injury, and third-party harm. Ask how the policy treats that specific allegation and whether your staff service procedures are accurately described in underwriting materials.[^2]

### Server Education Is a Permit Requirement

For a Full On-Premises Sales license, OLCC requires an Alcohol Server Education course; ORS 471.542 also makes an approved course and examination a condition of issuing or renewing a service permit. ### Keep the Statutory Notice Rule Separate
