# Last-mile delivery insurance in Virginia

Section 46.2-2099.52 requires primary liability of $50,000 per person, $100,000 per incident, and $25,000 property damage from log-on until the partner accepts a request to transport a passenger, and again after the trip ends. From acceptance until the transaction or the ride is complete, whichever is later, primary liability is $1 million. The DMV insurance page restates those figures. The section is passenger transportation. It does not set a goods-delivery minimum.[^1][^2]

## What Is Last-Mile Delivery?

Last-mile delivery insurance is not one standard policy: vehicle liability, vehicle damage and cargo protection can be separate. ## What to Watch for in Virginia

### Acceptance Starts the $1 Million Period

The $1 million duty begins when the partner accepts a prearranged ride request, and it lasts until the transaction or the ride is complete, whichever is later. It does not wait for the passenger to get in the car, and it does not end at the curb if the transaction is still open. The DMV page restates the same two figures.[^1][^2]

### The Lower Limit Returns Only After the Trip

After the trip ends, and until the next acceptance or logoff, the statute returns to $50,000/$100,000/$25,000. A driver who stays logged on between passengers is back in that lower period. Do not leave a gap if the personal policy excludes the logged-on use.[^1]

### The Request Is to Transport a Passenger

Both the statute and the DMV page describe a request to transport a passenger. A goods delivery is not that request, so the $1 million acceptance trigger is not a parcel minimum. The property-carrier weight schedule is a different statute and is not this section.[^2]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 2.25% of premium plus up to 0.1% Bureau Special Fund assessment The NAIC's state chart lists a 2.25% of premium plus up to 0.1% Bureau Special Fund assessment charge for surplus-lines coverage for Virginia (the chart's state entries were reviewed in October 2025). Your broker may collect the applicable amount with the premium. Surplus-lines insurers are not licensed in the state and generally are outside state guaranty-association protection; ask your broker to explain the insurer's financial protections and any diligent-search requirement that applies to your placement.[^6][^7]
