# Last-mile delivery insurance in Oklahoma

Enrolled House Bill 1614 requires primary automobile liability of $50,000 per person, $100,000 per incident, and $25,000 property damage while a driver is logged on and not on a prearranged ride, and $1 million on a prearranged ride. The act says it is effective July 1, 2015, and it also contains an emergency clause. The ride is a passenger trip. The Insurance Department tells drivers to ask their insurer first, because personal auto insurance typically excludes liability when a personal car transports people for a fee.[^1][^2]

## What Is Last-Mile Delivery?

Last-mile delivery insurance is not one standard policy: vehicle liability, vehicle damage and cargo protection can be separate. If your staff deliver orders in company, rented or personal vehicles, check each vehicle, cargo and worker-injury exposure in the quote. [Read the national Last-mile delivery guide](/coverage/last-mile-delivery).

## Oklahoma Requirements

| Requirement | Details |
| --- | --- |
| Logged on, not on a prearranged ride | $50,000 / $100,000 / $25,000[^1] |
| Prearranged ride | $1 million[^1] |

## What to Watch for in Oklahoma

### Read the July 1 Date and the Emergency Clause

House Bill 1614 states an effective date of July 1, 2015, and it also contains an emergency clause. Ask the broker which one controls the policy you are buying if a form still cites a later voluntary date. The limits themselves are the logged-on split and the $1 million ride.[^1]

### Ask the Insurer Before the Driver Signs Up

The Insurance Department's ride-sharing page says to talk to the insurance company before signing up as a ride-share driver. Personal auto insurance typically excludes liability when a personal car transports people for a fee. That exclusion can apply as soon as the use is paid passenger transportation, which is the logged-on period.[^2]

### The Exclusion the Department Describes Is People for a Fee

The Department's warning is about transporting people for a fee, matching a passenger ride. It is not a cargo limit for packages. A goods delivery is outside the enrolled act's passenger trip, so do not treat the $1 million ride limit as a parcel minimum.[^2][^1]

## Who Regulates Insurance in Oklahoma

**Oklahoma Insurance Department.** OID's Licensing Division oversees new and renewed producer, adjuster, and business-entity licenses. Its consumer assistance process takes insurance complaints and requests for help; the licensee lookup displays license status and expiration.[^3][^4][^5]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 6% of premium and fees, plus 0.175% SLAS transaction fee For Oklahoma-home-state placements, OID says the 6% surplus-lines tax base includes premium and fees; SLIP also bills a 0.175% SLAS transaction fee. Oklahoma law requires a policy notice that surplus-lines coverage has no guaranty-association protection, so ask your broker to itemize the tax and transaction fee.[^6][^7][^8]

## Providers With Documented State Licenses

No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. [Check the regulator’s license lookup](https://www.oid.ok.gov/licensing-and-education/licensee-look-up/) and confirm availability with a provider when requesting a quote.

## Questions to Ask Before You Buy in Oklahoma

1. Does the personal policy exclude transporting people for a fee, as the Insurance Department describes?
2. Which effective-date language in House Bill 1614 is the one on this policy, July 1, 2015 or the emergency clause?
3. Is the $1 million limit a prearranged passenger ride rather than a goods delivery?

## Last-Mile Delivery in Oklahoma: FAQ

### Does Oklahoma personal auto insurance typically cover transporting people for a fee?

No. The Insurance Department says personal auto insurance typically excludes that liability and tells drivers to ask the insurer before signing up.[^2]

### What limit does Oklahoma require during a prearranged transportation-network ride?

$1 million. Enrolled House Bill 1614 sets that primary limit, with $50,000/$100,000/$25,000 before the ride.[^1]
