# Last-mile delivery insurance in Maine

The Bureau of Insurance tells drivers to review a personal auto policy before giving rides through a transportation network company or making deliveries for hire, and it specifically names pizza, grocery, and other deliveries as uses to check. Most personal policies, the Bureau says, exclude business use. Separately, 24-A M.R.S. § 7303 sets $50,000 per person, $100,000 per incident, and $25,000 property damage while logged on and not on a prearranged ride, and $1 million on a prearranged ride. Section 7302 defines that ride around passengers.[^3][^1]

## What Is Last-Mile Delivery?

Last-mile delivery insurance is not one standard policy: vehicle liability, vehicle damage and cargo protection can be separate. If your staff deliver orders in company, rented or personal vehicles, check each vehicle, cargo and worker-injury exposure in the quote. [Read the national Last-mile delivery guide](/coverage/last-mile-delivery).

## Maine Requirements

| Requirement | Details |
| --- | --- |
| Logged on, not on a prearranged ride | $50,000 / $100,000 / $25,000[^1] |
| Prearranged passenger ride | $1 million[^1] |

## What to Watch for in Maine

### The Bureau Names Pizza and Grocery Delivery

The Bureau of Insurance page on business use of a personal auto says that if you use the vehicle to make pizza, grocery, or other deliveries, you should review the policy first. That warning is not limited to passenger rides. A personal policy can exclude the delivery even when no transportation-network statute applies to the package.[^3]

### The $1 Million Figure Is the Passenger Ride

Section 7303 moves from $50,000/$100,000/$25,000 to $1 million when the driver is engaged in a prearranged ride. Section 7302 defines that ride around passengers and riders. A grocery drop the Bureau already told you to review is not automatically the $1 million passenger period.[^1][^2]

### Business Use Is the Personal-Policy Problem

The Bureau says most personal automobile policies exclude business use, including renting the vehicle out, giving TNC rides, and making deliveries for hire. Ask for the endorsement that gives the use back, or for a commercial policy, before the driver logs into a delivery app.[^3]

## Who Regulates Insurance in Maine

**Maine Bureau of Insurance.** The Maine Bureau of Insurance licenses producers and companies, enforces Maine insurance laws, and investigates property and casualty complaints including commercial coverage complaints. You can use its state lookup or complaint service to check a license or raise an insurance issue.[^4][^5][^6]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 3% of gross direct premium when Maine is the insured's home state Maine charges 3% of gross direct premium when it is the insured's home state; your broker handles the tax and may include it with the premium. Surplus-lines policies are outside Maine guaranty-association protection. Maine generally requires a diligent search, with an exempt-commercial-purchaser exception requiring broker disclosure and the purchaser's written request.[^7][^8][^9]

## Providers With Documented State Licenses

No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. [Check the regulator’s license lookup](https://www1.maine.gov/pfr/insurance/node/3) and confirm availability with a provider when requesting a quote.

## Questions to Ask Before You Buy in Maine

1. Does the personal policy exclude pizza, grocery, or other deliveries the way the Bureau of Insurance warns?
2. If the driver also takes passenger trips, which limit applies under § 7303 while logged on but not on a ride?
3. Is the $1 million quote a prearranged passenger ride, or are you using it for a goods delivery § 7302 does not define?

## Last-Mile Delivery in Maine: FAQ

### Does Maine's insurance bureau say a personal auto policy may not cover grocery delivery?

Yes. The Bureau of Insurance says most personal policies exclude business use and tells you to review coverage before making pizza, grocery, or other deliveries for hire.[^3]

### What limit does Maine require during a prearranged transportation-network ride?

$1 million. Title 24-A, section 7303 sets that primary limit while the driver is engaged in a prearranged ride.[^1]
