# Last-mile delivery insurance in Louisiana

La. R.S. 45:201.6 requires $50,000 per person, $100,000 per incident, and $25,000 property damage in the pre-trip acceptance period, and $1 million for death, bodily injury, and property damage on a prearranged ride. The insurance changes in that section are tied to January 1, 2016, and July 1, 2019. R.S. 45:201.4 defines the service around passengers and riders. The Department of Insurance has said personal auto policies generally have a livery exclusion.[^1][^3]

## What Is Last-Mile Delivery?

Last-mile delivery insurance is not one standard policy: vehicle liability, vehicle damage and cargo protection can be separate. If your staff deliver orders in company, rented or personal vehicles, check each vehicle, cargo and worker-injury exposure in the quote. [Read the national Last-mile delivery guide](/coverage/last-mile-delivery).

## Louisiana Requirements

| Requirement | Details |
| --- | --- |
| Pre-trip acceptance | $50,000 / $100,000 / $25,000[^1] |
| Prearranged ride | $1 million[^1] |

## What to Watch for in Louisiana

### Two Effective Dates Sit on the Insurance Section

R.S. 45:201.6 marks insurance changes effective January 1, 2016, and July 1, 2019. Ask which amendment your quote is following if the form still describes an older split. The current text is the one to match, not a 2015 summary that stopped at the first date.[^1]

### Personal Policies Generally Exclude Livery

The Department of Insurance column from April 2015 says personal auto policies generally have a livery exclusion, and that insurers were concerned about the exposure. A driver using a personal car for paid passenger trips can be outside that policy as soon as the use is livery. Get the exclusion read against both the pre-trip period and the ride.[^3]

### The Definitions Are Riders, Not Packages

R.S. 45:201.4 defines the prearranged ride and the company around passengers and riders. A food or parcel delivery is not that ride, so the $1 million figure is not a goods-delivery minimum. Cargo, if a shipper wants it, is a separate purchase.[^2]

## Who Regulates Insurance in Louisiana

**Louisiana Department of Insurance.** The Louisiana Department of Insurance licenses producers and insurers, reviews insurance filings, and investigates complaints about insurance companies and agents. You can use its state lookup or complaint service to check a license or raise an insurance issue.[^4][^5][^6]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 4.85% of gross premium plus a 0.175% SLIP+ transaction fee for policies effective on or after July 1, 2026 For Louisiana-home-state policies effective on or after July 1, 2026, the state charges 4.85% of gross premium plus a 0.175% SLIP+ transaction fee, which your broker may add to your bill. Louisiana's required policy disclosure says these policies are not covered by the Louisiana Insurance Guaranty Association; state placement and filing rules still apply.[^7][^8]

## Providers With Documented State Licenses

No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. [Check the regulator’s license lookup](https://ldi.la.gov/industry/producer-adjuster/search-for-producers-and-adjusters) and confirm availability with a provider when requesting a quote.

## Questions to Ask Before You Buy in Louisiana

1. Does the personal auto policy contain the livery exclusion the Department of Insurance described?
2. Which policy is primary in the pre-trip acceptance period under R.S. 45:201.6?
3. Is this a passenger ride under R.S. 45:201.4, or a goods delivery outside that definition?

## Last-Mile Delivery in Louisiana: FAQ
