# Last-mile delivery insurance in Alabama

An Alabama delivery business paid to carry others' goods may fall under Public Service Commission motor-carrier rules, subject to exemptions. For operations needing APSC authority, the Commission lists $5,000 cargo filings separately from vehicle liability; this filing minimum is not proof a specific package is insured at that amount.[^1][^2][^3]

**Coverage:** [Last-mile delivery](/coverage/last-mile-delivery) · [Alabama](/coverage/states/alabama)

## What Is Last-Mile Delivery?

Last-mile delivery insurance is not one standard policy: vehicle liability, vehicle damage and cargo protection can be separate. If your staff deliver orders in company, rented or personal vehicles, check each vehicle, cargo and worker-injury exposure in the quote. [Read the national Last-mile delivery guide](/coverage/last-mile-delivery).

## Alabama Requirements

| Requirement | Details |
| --- | --- |
| APSC cargo filing | For an APSC certificate or permit, the Commission lists $5,000 cargo insurance; confirm the specific authority and equipment class.[^1] |

## What to Watch for in Alabama

### Paid carriage versus own-delivery fleet

Alabama's compensated-carriage rule is subject to statutory exemptions. ALEA separately exempts qualifying intrastate vehicles at 26,000 pounds or less from federal rules/USDOT-number requirements, but that carveout does not itself resolve APSC insurance authority.[^2][^3]

### Keep cargo and liability limits separate

APSC lists cargo separately from bodily-injury/property-damage figures by carrier category. Set cargo against maximum route shipment value, then compare liability and filed certificate.[^1]

### Match the filed carrier identity

APSC requires the full correct name on the certificate/permit and a physical address. Quote the same operating entity and identify employee, hired and contractor vehicles.[^1]

## Who Regulates Insurance in Alabama

**Alabama Department of Insurance.** The Alabama Department of Insurance oversees insurers and licensed producers, reviews insurance filings, and takes consumer complaints. Its online services page links directly to Alabama company and agent searches, licensing resources, and complaint filing.[^4][^5][^6]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 6% of taxable surplus-lines premium Alabama’s 6% tax applies to surplus-lines premium when Alabama is the insured’s home state; until the state’s multistate compact clearinghouse is operational, Alabama guidance says 100% of the premium on a multistate policy is taxed here. Separately charged policy fees are taxable. Surplus-lines policies do not receive Alabama guaranty-fund protection if the insurer becomes insolvent.[^7][^8][^10][^9][^13]

**Alabama's diligent-search rule has two exceptions:** A broker generally must make diligent effort before a surplus-lines placement; Alabama guidance says three declinations satisfy it. For an exempt commercial purchaser, 15 U.S.C. § 8205 removes that search only after the broker discloses the admitted-market protection difference and the purchaser then requests placement in writing.[^9][^11][^12]

## Providers With Documented State Licenses

No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. [Check the regulator’s license lookup](https://aldoi.gov/OnlineServices.aspx) and confirm availability with a provider when requesting a quote.

## Questions to Ask Before You Buy in Alabama

1. Does APSC treat the service as compensated carriage or exempt own-account delivery?
2. Which drivers and owned, hired, rental or personal vehicles are addressed?
3. Does cargo cover loading through handoff at peak shipment values?
4. Does the certificate use the exact APSC carrier name?

## Last-Mile Delivery in Alabama: FAQ

### Does Alabama's $5,000 APSC cargo figure insure every delivery?

No. It is a filing minimum for a carrier holding an APSC certificate or permit, not a conclusion about every shipment, vehicle or platform.[^1]

### Does an intrastate truck under 26,001 pounds avoid every insurance rule?

ALEA's page describes an exemption from federal rules/USDOT registration for specified vehicles. It does not resolve APSC compensated-carriage authority or cargo coverage.[^3][^1]
