# Kidnap and Ransom Insurance in Arizona

Arizona removes the ordinary search condition for an “industrial insured,” but requires the purchaser to certify that status at each new policy and renewal, and at least annually during the term. Arizona law also requires the policy notice to state that surplus-lines insureds or claimants lack guaranty-fund protection.[^1][^3]

**Coverage:** [Kidnap and ransom](/coverage/kidnap-ransom) · [Arizona](/coverage/states/arizona)

## What Is Kidnap And Ransom?

Kidnap and ransom insurance provides financial protection for specified kidnapping and extortion events and gives the business access to a crisis-response firm. Check who is insured, which events are named, and how territory and sanctions terms apply to your actual travel. [Read the national Kidnap and ransom guide](/coverage/kidnap-ransom).

## What to Watch for in Arizona

### Document Industrial-Insured Status Each Year

For an Arizona industrial insured, the broker-search condition does not apply, but the purchaser must certify statutory status at inception, each renewal, and at least annually during the policy term. Ask the broker for the director-prescribed certification and do not assume ordinary commercial status qualifies.[^1][^2]

### Check the Correct Arizona Policy Notice

Arizona requires a bold notice on the policy and evidence of coverage. It says an unauthorized insurer lacks an Arizona certificate of authority and that no guaranty-fund protection applies; for a domestic surplus-lines insurer the required notice is different. Ask which insurer category is named and confirm the matching notice appears.[^3]

### The Industrial-Insured Route Does Not Approve the K&R Terms

Even when the search condition is waived, Arizona law says the contract remains surplus-lines insurance subject to the article’s other applicable provisions. Compare the actual definitions of extortion, covered persons, response expense, territorial limits, and consent conditions in the policy.[^1]

## Who Regulates Insurance in Arizona

**Arizona Department of Insurance and Financial Institutions.** Arizona DIFI regulates insurance companies and insurance professionals, including producers and surplus-lines brokers. Its license search covers both individual or business licensees and insurance companies, and its complaint page explains how to file with the Department.[^7][^8][^9]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 3% of gross premium and taxable policy fees, less returns; stamping fee rate not verified When Arizona is the insured’s home state, the tax is 3% of gross premium and taxable policy fees, less returned premium; the statute excludes stamping fees from that tax base. For a multistate risk, Arizona’s share is allocated by exposure under the statute. Arizona's surplus-lines policy notice says these policies do not receive guaranty-fund protection. Current stamping-fee amount was not independently confirmed from readable current evidence and is omitted.[^10][^12][^14][^15]
[The Surplus Line Association of Arizona](https://www.sla-az.org/)

**Arizona has an exempt-commercial-purchaser search exception:** A surplus-lines broker generally must make diligent effort to place an Arizona risk in the admitted market. For an exempt commercial purchaser, federal law removes that search only after the broker discloses the admitted-market protection difference and the purchaser then asks in writing for nonadmitted coverage.[^11][^13]

## Providers With Documented State Licenses

These providers publish a national listing for Kidnap and ransom; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm that the product is available in Arizona; [check the regulator’s license lookup](https://difi.az.gov/license-search) and confirm state availability for your business when requesting a quote.

- [Corgi](/insurance-providers/corgi) — **Entity:** Corgi Insurance Services, Inc.; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** Corgi’s company producer-license table lists 50 jurisdictions: 49 states and the District of Columbia, including DC license 3003091619. New Mexico does not appear in the table and is not included here; the omission does not establish that Corgi is unlicensed there. The company-reported table has no stated as-of date and does not establish product availability.[^18]

## Questions to Ask Before You Buy in Arizona

1. Do we meet Arizona’s statutory industrial-insured definition, and when will you obtain the required certification for this policy and renewal?
2. Is the proposed insurer a domestic surplus-lines insurer, and which Arizona insolvency notice belongs on the policy?
3. Which Arizona statutory provisions still apply to this policy despite any industrial-insured search exception?
4. Can you mark the K&R form provisions governing consent, response vendors, ransom triggers, and covered territories?

## Kidnap And Ransom in Arizona: FAQ

### Which search-exception routes should an Arizona K&R buyer ask about?

Arizona law waives the diligent-effort condition for coverage the director has declared a recognized surplus line, and separately for an industrial insured that certifies its statutory status at inception, renewal, and at least annually. Federal law also removes a state diligent-search requirement for a qualifying exempt commercial purchaser after the broker gives the required disclosure and the buyer later requests nonadmitted placement in writing. Ask which route supports this Arizona-home-state K&R placement; I did not verify a §20-409 order specifically designating K&R.[^4][^1][^2][^5][^6]

### Does Arizona guaranty-fund protection apply to a surplus-lines K&R policy?

No. Arizona requires the policy notice to state that insureds or claimants are not eligible for guaranty-fund protection; it prescribes a separate notice for domestic surplus-lines insurers.[^3]
