### Identify the Insurer’s Alaska Eligibility Category

Alaska’s 2026 bulletin separates foreign insurers on its white list, division-approved alien insurers, and NAIC-listed alien insurers, which it says are eligible. Ask which route applies to the named K&R insurer; the placement-list entry does not establish that the carrier offers your policy or that the wording fits your exposure.[^3]

### Ask What the List Presumption Covers

The director says a producing broker’s affirmation that coverage is on the list creates a presumption of diligent search, while an exception may be sought when listed coverage is available in the admitted market. Ask whether that circumstance applies to your renewal or quote and how the broker addressed it.[^1]

## Who Regulates Insurance in Alaska

### Surplus-Lines Tax and Stamping Office

**Alaska has a placement-list exception:** If a risk appears on Alaska’s surplus-lines placement list, the Division says the broker does not have to canvass admitted insurers for declinations before placement; the broker must document the applicable list entry.[^8]

**Alaska has limited tax and search exceptions:** The Division says qualifying wet-marine and transportation policies need no diligent search and pay no 1% filing fee. Tax and filing fees also do not apply to state or political-subdivision risks or qualifying interstate aircraft, although other placement requirements remain.[^12]
