# Nebraska inland marine insurance for shipments and unusual equipment risks

Nebraska's insurance-line statute describes marine insurance to include personal property and cargo in transit, shipment preparation and certain delay, storage, transshipment or incidental reshipment. Separately, the rating law recognizes an exception for inland risks customarily not written under manual rates or rating plans and permits a specific risk rate application on a written insured request describing unusual or extra-hazardous exposure. These provisions are classification and pricing rules, not coverage. Give the insurer an accurate route, staging plan, property list and unusual hazard details, then check what the proposed form actually covers.[^1][^2]

**Coverage:** [Tools, equipment and inland marine](/coverage/inland-marine) · [Nebraska](/coverage/states/nebraska)

## What Is Tools, Equipment And Inland Marine?

If your business moves equipment between sites or ships goods, inland marine can cover those property exposures; installation and other forms address different property categories. Match the quote to what you own, rent or hold for others. [Read the national Tools, equipment and inland marine guide](/coverage/inland-marine).

## What to Watch for in Nebraska

### Map staging as well as the driving leg

The Nebraska definition includes property prepared or awaiting shipment and certain transit delay, storage, transshipment and incidental reshipment. Put each transfer, overnight stop, carrier handoff and return leg into the quote discussion; the statutory classification does not decide whether your policy responds at that point.[^1]

### Ask how a nonstandard risk was rated

Nebraska allows an inland-risk exception where business custom does not use manual rates or rating plans; the statute also describes an insured-requested specific risk rate for unusual or extra-hazardous exposure. Disclose those conditions and ask for the schedule and terms rather than treating a custom rate as broader cover.[^2]

### Describe the load separately from the vehicle

The marine classification addresses personal property or cargo in transit; it does not itself insure the truck or trailer. List the load, loading/unloading responsibility and carrier arrangement separately from any vehicle policy or equipment schedule.[^1]

## Who Regulates Insurance in Nebraska

**Nebraska Department of Insurance.** The Nebraska Department of Insurance oversees insurers and producers and examines insurance complaints. Its online company and producer search is maintained through State Based Systems.[^3][^4][^5]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 3% of gross premium charged, less return premiums Nebraska’s 3% tax applies to gross premium charged less return premium when the risk is Nebraska’s home-state placement; fees paid to the carrier are taxable, while broker-retained or third-party fees are not. A Nebraska-licensed surplus-lines producer ordinarily must complete due diligence, while exempt-commercial-purchaser provisions permit limited exceptions; federal ECP status alone does not erase the disclosure and subsequent written-request conditions for the federal search waiver. Nebraska policies state that its Property and Liability Guaranty Association will not cover surplus-lines claims.[^6][^7][^8][^9]

## Providers With Documented State Licenses

These providers publish a national listing for Tools, equipment and inland marine; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm that the product is available in Nebraska; [check the regulator’s license lookup](https://doi.nebraska.gov/company-and-producer-search) and confirm state availability for your business when requesting a quote.

- [TechInsurance](/insurance-providers/techinsurance) — **Entity:** Specialty Program Group LLC; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** TechInsurance’s current licensing page names Specialty Program Group LLC / SPG Insurance Solutions and lists state license numbers, but labels Rhode Island “Individual licenses” rather than identifying a license for the named agency. RI is omitted because this disclosure does not establish agency authority there; this is a search limitation, not an assertion that the company is unlicensed. The remaining state entries are company-reported and are not an insurance product availability map.[^15]

## Questions to Ask Before You Buy in Nebraska

1. What items are your goods, tools, equipment or vehicle, and who owns or has responsibility for each?
2. Where does the insurer consider transit to begin and end, including loading, delivery, transfer and temporary storage?
3. Which route, carriers, declared values and unusual hazards should appear in the submission?
4. What per-item or shipment limit, deductible, valuation, theft conditions and exclusions apply to equipment and cargo?

## Tools, Equipment And Inland Marine in Nebraska: FAQ

### Does Nebraska's marine definition mention shipment pauses?

Yes. The statutory line definition includes preparation and waiting for shipment, and certain delay, storage, transshipment and incidental reshipment. The policy still determines the property, causes of loss, locations, limits and conditions insured.[^1]

### Does a custom inland marine rate establish what a claim covers?

No. Nebraska's provisions address rating and filings, including certain non-manual inland risks and specific risk applications. Coverage comes from the issued policy and endorsements.[^2]
