The Illinois Department of Insurance identifies commercial inland marine as its own insurance filing class, while Illinois DOT describes shipments that connect to international and interstate routes. Do not treat the class name as an answer for waterborne cargo; ask the insurer to identify each form and the exact territory, loading, temporary-storage and transshipment periods.[^2][^1]

### Get the form and endorsement identifiers

Illinois’s 2025 commercial inland-marine review checklist asks insurers to identify forms and endorsements by title, number and edition and to disclose how a new filing changes or supersedes earlier forms. Ask for the actual policy form numbers and endorsements in your quote, then compare schedule, shared-loss limits and exclusions against your shipment.[^2]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 3.5% of taxable premium plus a 0.04% stamping fee; separate 1% fire marshal tax on taxable fire premium When Illinois is the insured’s home state, the broker reports and remits a 3.5% tax on gross taxable surplus-line premium less returned taxable premium. **Illinois guaranty fund limits:** For covered claims against a member insurer, the Illinois Insurance Guaranty Fund generally caps its obligation at $500,000 per claim; workers’ compensation claims are excepted from that dollar cap. This fund does not protect policies issued by nonadmitted surplus-lines insurers. The net-worth exclusions apply to covered claims against member insurers.[^8]
