# Inland Marine Insurance in the District of Columbia

The District's insurance regulator gives mobile service businesses a concrete shopping cue: standard property coverage is typically aimed at assets at the business address, while equipment or materials that move among customer locations may call for inland marine coverage. DISB's floor-cleaner example makes this especially relevant to janitorial and floor-care firms. List the machines, attachments, and supplies you carry, then ask about coverage in the van, at each customer's premises, while working, and during overnight storage. If you also take possession of customer property, ask separately about bailee's customers coverage; that is a different exposure. These examples do not guarantee coverage under any form.[^1][^2]

## What Is Tools, Equipment And Inland Marine?

If your business moves equipment between sites or ships goods, inland marine can cover those property exposures; installation and other forms address different property categories. Match the quote to what you own, rent or hold for others. [Read the national Tools, equipment and inland marine guide](/coverage/inland-marine).

## What to Watch for in District of Columbia

### Test the gap away from your address

DISB says standard property coverage is typically for assets at the business address and gives power cleaners used for floor cleaning as an inland-marine example. Ask whether each machine and attachment is covered at customer sites, in transit, and while stored overnight away from your premises.[^1]

### Separate your equipment from customers' property

DISB discusses inland marine equipment separately from bailee's customers coverage for property in a service provider's care. A floor-cleaner policy for your machine does not itself answer whether a customer's floor or other property is covered if damaged while in your care.[^1]

### Don't use inland marine for vessel or cargo assumptions

D.C. Code excludes vessel, craft, cargo, and marine builder's risks commonly insured under marine rather than inland-marine policies from this chapter's scope. If your business handles those risks, ask the broker to identify the separate form and coverage structure.[^2]

### Check where your moving property will be used

The D.C. provision applies to inland-marine insurance in the District but excludes specified marine categories. For equipment routinely taken across the District boundary, list all operating, transit, and storage locations and ask how the quote treats property outside the District.[^2][^1]

## Who Regulates Insurance in District of Columbia

**District of Columbia Department of Insurance, Securities and Banking.** DISB licenses and supervises insurance companies and producers, enforces District insurance laws, and provides consumer complaint assistance. Its licensing search covers insurance entities and representatives; consumers can contact the agency’s complaints unit for help.[^4][^5][^7]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** Generally 2% of gross premium, including qualifying placement fees When the District is the insured’s home state, surplus-lines agents and brokers generally owe a 2% tax on gross premium, including necessary fees incidental to placement when separately itemized. An agent or broker procuring insurance on behalf of the District government is exempt for that government business; claiming the exemption requires identifying its allocation in the required affidavit and does not waive other statutory duties. Ask the broker which taxes and fees your agreement passes through to you. DISB generally requires a diligent effort to place risks with authorized insurers. For a purchaser meeting the federal exempt-commercial-purchaser definition, the broker may skip that search only after disclosing that insurance may or may not be available from the admitted market, which may provide greater protection with more regulatory oversight, followed by the purchaser’s written request for nonadmitted placement. This record does not state a District-specific guaranty-fund conclusion.[^6][^8][^9][^10][^3]

## Providers With Documented State Licenses

These providers publish a national listing for Tools, equipment and inland marine; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm that the product is available in District of Columbia; [check the regulator’s license lookup](https://disb.dc.gov/service/verify-financial-institution-or-representative-licensed-disb) and confirm state availability for your business when requesting a quote.

- [TechInsurance](/insurance-providers/techinsurance) — **Entity:** Specialty Program Group LLC; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** TechInsurance’s current licensing page names Specialty Program Group LLC / SPG Insurance Solutions and lists state license numbers, but labels Rhode Island “Individual licenses” rather than identifying a license for the named agency. RI is omitted because this disclosure does not establish agency authority there; this is a search limitation, not an assertion that the company is unlicensed. The remaining state entries are company-reported and are not an insurance product availability map.[^16]

## Questions to Ask Before You Buy in District of Columbia

1. Are my floor-cleaning machines, hoses, attachments, and supplies included, and must they be scheduled?
2. Does the form cover them while in my vehicle, while working at a customer's premises, and while stored away from my business address?
3. Are customer-owned items in my care excluded from this equipment coverage, and should I ask about a separate bailee's customers form?
4. Does the policy territory include every location where crews work and store equipment, including nearby Maryland and Virginia sites?
5. What theft, water, unattended vehicle, breakdown, per-item limit, and valuation conditions apply?

## Tools, Equipment And Inland Marine in District of Columbia: FAQ

### Does DISB say floor-cleaning machines are automatically insured?

No. DISB uses power cleaners for floor cleaning as an example of equipment a business may need to cover through inland marine when it moves among sites. The actual form's covered-property wording, conditions, exclusions, and limits control.[^1]

### Does inland marine for my machines insure the customer's property too?

Not necessarily. DISB identifies bailee's customers insurance separately for another party's personal property in your care. Ask whether that exposure needs its own coverage and confirm the particular property and work circumstances.[^1]
