# Utah Hired and Non-Owned Auto Coverage

Utah requires PIP, uninsured-motorist, and underinsured-motorist coverages in policies used to satisfy an owner’s or operator's security requirement, subject to specified waivers and vehicle exceptions. Its statutes also recognize non-owned operator policies, so decide separately which policy supplies liability and first-party benefits for a work trip.[^2][^1]

## What Is Hired And Non-Owned Auto?

Hired and non-owned auto (HNOA) liability protects the business when rented cars or employees’ own cars are used for work. It does not pay for damage to those vehicles, and it is not a substitute for commercial auto on vehicles the business owns. [Read the national Hired and non-owned auto guide](/coverage/hired-non-owned-auto).

## What to Watch for in Utah

### Utah first-party benefits accompany the security policy

Section 31A-22-302 generally requires PIP as part of owner or operator security policies, with exceptions for certain vehicle classes. Ask which policy pays PIP when an employee is hurt driving their own car or a rental on company business.[^1]

### Utah recognizes liability coverage for non-owned autos

The statutory operator-policy provision covers the named insured’s legal liability from use of a vehicle they do not own. Ask whether employees’ personal insurance uses this form and whether your employer’s HNOA responds above it.[^1]

### Some first-party coverages can be waived

Utah statutes permit affirmative waiver of UM and UIM coverage in the covered policy framework. For a work-trip injury caused by an uninsured driver, confirm which policy has those protections and whether they were waived.[^2]

## Who Regulates Insurance in Utah

**Utah Insurance Department.** The Utah Insurance Department regulates licensed insurance companies and producers, offers a public licensee search, and accepts complaints about property/casualty insurance. Complaint jurisdiction depends on policy type and place of issue; employer self-funded plans are outside the Department’s authority.[^3][^4][^5]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 4.25% of gross premium including policy fees, plus 0.18% stamping fee For Utah-home-state surplus-lines coverage, Utah charges 4.25% of gross premiums including policy fees, less returned premiums, and the Surplus Line Association of Utah collects a 0.18% stamping fee. Utah law requires a policy notice that the nonadmitted insurer is not protected by any Utah guaranty association; the state’s current guidance says a good-faith admitted-market effort is generally required unless the coverage is on the export list.[^6][^7][^8][^9][^10]

## Providers With Documented State Licenses

These providers publish a national listing for Hired and non-owned auto; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm that the product is available in Utah; [check the regulator’s license lookup](https://insurance.utah.gov/licensee-search/) and confirm state availability for your business when requesting a quote.

- [Corgi](/insurance-providers/corgi) — **Entity:** Corgi Insurance Services, Inc.; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** Corgi’s company producer-license table lists 50 jurisdictions: 49 states and the District of Columbia, including DC license 3003091619. New Mexico does not appear in the table and is not included here; the omission does not establish that Corgi is unlicensed there. The company-reported table has no stated as-of date and does not establish product availability.[^13]

## Questions to Ask Before You Buy in Utah

1. Which Utah policy is first for PIP if an employee is injured in a rental vehicle?
2. Does our HNOA respond above the employee’s operator coverage for a non-owned auto?
3. Have UM or UIM benefits been waived on the policy expected to cover work trips?

## Hired And Non-Owned Auto in Utah: FAQ

### Does Utah require PIP on an operator policy?

Generally yes. Utah Code § 31A-22-302 requires PIP in policies used to satisfy owner or operator security, with exceptions for specified vehicle types.[^1]

### Does Utah recognize liability coverage for non-owned autos?

Yes. Utah’s operator-policy provisions cover the named insured’s liability from use of a vehicle they do not own, subject to the statutory limits and policy terms.[^1]
