# Washington garage liability for motor vehicle dealers

Washington limits motor vehicle dealer plates to defined uses such as demonstrating vehicles held for sale, moving inventory between locations, and pre-sale service or repair testing. A demonstration permit must be dated and carried in the vehicle, and unauthorized plate use can lead to confiscation.[^1][^2]

## What to Watch for in Washington

### Carry A Permit For Demonstrations

Washington requires a dated demonstration permit, valid for no more than 72 hours, when an individual demonstrates a vehicle held for sale using a dealer plate. Keep the permit with the vehicle and align the garage policy’s test-drive terms with the people allowed to drive.[^1]

### Repair Tests Must Address A Known Problem

Washington’s dealer-plate statute allows vehicles to be tested for repair, while the WAC says the test must address a preexisting, identifiable problem known before testing begins. Ask your service team to record the reported defect and keep repair-test trips within that scope.[^1][^2]

### Misuse Can Put Plates At Risk

Washington allows the director to confiscate dealer plates for unauthorized use, and a dealer may not loan plates to someone not entitled to use them. Confirm employee, customer, and service-lender arrangements before handing over a plate.[^1][^3]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 2% of premium The NAIC's state chart lists a 2% of premium charge for surplus-lines coverage for Washington (the chart's state entries were reviewed in October 2025).
