# Utah garage liability for motor vehicle dealers

Utah requires dealers to provide insurance declaration pages when ordering or renewing dealer plates. Plates may be used on vehicles owned by or consigned to the dealership, but not on sold, leased, or rented vehicles; a loaded commercial vehicle over 26,000 pounds needs a special demonstration permit.[^1][^3]

**Coverage:** [Garage liability](/coverage/garage-liability) · [Utah](/coverage/states/utah)

## What Is Garage Liability?

Garage liability can address injury and property-damage claims from auto repair and related garage operations. If you run a repair or service shop, check separately whether customer cars in your care need garagekeepers coverage for vehicle damage. [Read the national Garage liability guide](/coverage/garage-liability).

## Utah Requirements

| Requirement | Details |
| --- | --- |
| Dealer-plate insurance proof | Current insurance declaration page with each dealer plate order or renewal[^1][^2] |

## What to Watch for in Utah

### Submit Current Declarations With Each Plate Order

Utah’s dealer plate application says a current plate-insurance declaration must accompany every order and renewal. Have the insurer provide updated declarations when limits, named insured, or policy term changes.[^1][^2]

### Loaded Heavy Trucks Need A Permit

Utah dealer plates cannot be used on loaded commercial vehicles above 26,000 pounds unless the division issues a special loaded demonstration permit. Ask the broker to confirm the truck’s loaded demonstration exposure and keep the permit with the vehicle for the trip.[^3]

### Sold And Rental Vehicles Are Outside Dealer Plates

Utah prohibits using dealer plates instead of registration on a vehicle the dealer sold, and prohibits them on vehicles leased or rented for compensation. Make sure the policy and registration arrangement changes when an inventory vehicle leaves dealer ownership or goes into a rental fleet.[^3][^1]

## Who Regulates Insurance in Utah

**Utah Insurance Department.** The Utah Insurance Department regulates licensed insurance companies and producers, offers a public licensee search, and accepts complaints about property/casualty insurance. Complaint jurisdiction depends on policy type and place of issue; employer self-funded plans are outside the Department’s authority.[^4][^5][^6]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 4.25% of gross premium including policy fees, plus 0.18% stamping fee For Utah-home-state surplus-lines coverage, Utah charges 4.25% of gross premiums including policy fees, less returned premiums, and the Surplus Line Association of Utah collects a 0.18% stamping fee. Utah law requires a policy notice that the nonadmitted insurer is not protected by any Utah guaranty association; the state’s current guidance says a good-faith admitted-market effort is generally required unless the coverage is on the export list.[^7][^8][^9][^10][^11]

## Providers With Documented State Licenses

No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. [Check the regulator’s license lookup](https://insurance.utah.gov/licensee-search/) and confirm availability with a provider when requesting a quote.

## Questions to Ask Before You Buy in Utah

1. Will the declaration page show the Utah dealership and current policy term for every dealer-plate request and renewal?
2. Do any loaded demonstration trucks exceed 26,000 pounds, and will we obtain and carry the required permit?
3. How do we transition coverage and registration when a vehicle is sold, leased, or rented?

## Garage Liability in Utah: FAQ

### Does Utah require insurance proof for dealer plates?

Yes. Utah requires proof of insurance declaration pages when a dealer orders or renews dealer plates.[^1][^2]

### Can a Utah dealer use dealer plates on a loaded truck over 26,000 pounds?

Only with a special loaded demonstration permit from the division.[^3]
