# Arkansas Fidelity Bond Program for Public Entities

Arkansas state agencies, counties, municipalities, and school districts can review the state’s self-insured fidelity program, but the FY 2027 bulletin limits it to participating governmental entities and audited funds. The current bulletin states a $300,000 per-occurrence limit and $2,500 deductible; separate private-business crime coverage requires its own placement.[^1][^3][^2]

The Arkansas program is a state self-insured arrangement for participating governmental entities, not an off-the-shelf policy for all employers. Before treating it as your protection, obtain the entity’s current certificate or confirmation of participation and confirm that each unit and employee is included.[^1][^3][^2]

### Audit compliance is a coverage condition

Policy FBTF16 limits protection to participating entities with required audits, and the FY 2027 bulletin says only funds audited under the policy qualify. If an independent audit is used instead of Arkansas Legislative Audit, it must be completed within 18 months after the fiscal-year close.[^2][^3]

### The limit and loss process are narrower than a business crime quote

The current bulletin lists $300,000 per occurrence and a $2,500 deductible. Arkansas Legislative Audit submits proof of loss to the Board; the policy limits property categories and excludes losses sustained by parties other than participating entities. ### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 4% when Arkansas is the insured's home state Arkansas's broker filing instructions set a 4% surplus-lines tax. Federal law assigns nonadmitted-insurance regulation and tax to the insured’s home state; for a multistate policy, ask your broker to show the home state and the premium allocation used for the Arkansas filing.
