# Equipment Breakdown Insurance in Oregon

Oregon bars operation of a boiler or pressure vessel unless a valid temporary authorization or operating permit is posted on the object or in the room, unless the boiler chapter exempts it. An insurer that writes boiler and pressure vessel insurance in Oregon may employ the special inspector who performs installation and operating inspections on objects that company insures. If the insurer tells the insured that coverage will end, it must also tell the chief boiler inspector.[^1][^2]

**Coverage:** [Equipment breakdown](/coverage/equipment-breakdown) · [Oregon](/coverage/states/oregon)

## What Is Equipment Breakdown?

Equipment-breakdown coverage can help repair covered machinery or building equipment after a mechanical or electrical failure. It fits businesses that depend on equipment to operate; check whether lost income, spoilage and utility failures are included. [Read the national Equipment breakdown guide](/coverage/equipment-breakdown).

## Oregon Requirements

| Requirement | Details |
| --- | --- |
| Operating permit | A valid operating permit or temporary authorization must be posted on the object or in the room before a nonexempt boiler or vessel operates.[^1] |
| Cancellation notice to the state | If boiler insurance will no longer cover an object, the insurer notifies the chief boiler inspector with the description and registration numbers.[^1] |

## What to Watch for in Oregon

### Farm and Home Exemptions Still Leave Installation Rules

Boilers at 15 psig or less used only for agriculture, except when used with a greenhouse, and air tanks on farms used only for agriculture, are exempt from most of ORS 480.510 to 480.670. The exemption does not remove construction, installation, alteration, repair, or installation-permit rules. Boilers and pressure vessels in private residences are also treated separately and may be inspected only by a boiler inspector.[^1]

### Potable Heaters Have a Four-Part Ceiling

A domestic water heater that heats potable water, has an approved relief device, and contains only water is outside the chapter when it does not exceed 120 gallons, 210°F, 150 psig, or 200,000 Btu per hour. Instantaneous heaters that make hot water on demand without a storage tank are also outside the chapter. A breakdown form can still schedule a heater the statute leaves uninspected.[^1]

### The Insurer's Inspector Follows the Insured Objects

The director issues a special-inspector certificate to someone continuously employed by an insurer that may and does write boiler and pressure vessel policies in Oregon. Once notified that the objects are ready, that inspector performs the installation and operating inspections on boilers and vessels the employer insures or operates. Building Codes says operational inspections may be done by a state inspector or an insurance inspector, and that frequency varies by type. The numeric table in OAR 918-225-0570 did not render, so do not assume one interval for every object.[^1][^2]

### Dropping the Policy Is Reported to the Chief Inspector

When an insurance company tells its insured that it will no longer insure a boiler or pressure vessel, or that insurance is no longer in force, it must notify the chief boiler inspector of the description and vessel registration numbers. Plan for the inspection route to move to the state. Cancellation does not erase the posted-permit duty.[^1]

## Who Regulates Insurance in Oregon

**Oregon Division of Financial Regulation.** DFR handles complaints about most insurance lines and provides Oregon license checks for agents, agencies, and insurers. You can use its consumer complaint form if an insurer or agent is not following Oregon law or rules.[^3][^4][^5]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 2% of Oregon-home-state gross premiums, plus 0.3% on premium or fees for fire marshal For Oregon-home-state risks, the surplus-lines licensee must collect a 2% tax on gross premiums and a 0.3% fire-marshal tax on premium or fees, in addition to the premium. Oregon requires the policy to warn that losses will not be paid by the state guaranty fund; the exempt-commercial-purchaser search exception requires admitted-market disclosure and a written request.[^6][^7][^8][^9]

## Providers With Documented State Licenses

No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. [Check the regulator’s license lookup](https://dfr.oregon.gov/help/complaints-licenses/Pages/check-license.aspx) and confirm availability with a provider when requesting a quote.

## Questions to Ask Before You Buy in Oregon

1. Which boilers and vessels are exempt, and which still need an installation permit even if the operating chapter does not apply?
2. For each potable heater, do capacity, temperature, pressure, and heat input all stay inside the statutory ceilings?
3. Who will perform the next operating inspection, the state or the insurer, and for which registered numbers?
4. If boiler insurance is nonrenewed, what notice goes to the chief inspector and what permit remains posted?

## Equipment Breakdown in Oregon: FAQ

### Does an equipment-breakdown policy replace Oregon's operating permit?

No. A nonexempt boiler or pressure vessel needs a valid operating permit or temporary authorization posted on the object or in the room. The policy is a separate contract.[^1]

### If my insurer stops covering a boiler, does Oregon find out?

Yes. The insurance company must notify the chief boiler inspector of the description and vessel registration numbers when it tells you coverage will end or is no longer in force.[^1]
