# Illinois Equipment Breakdown Insurance Guide

Illinois businesses should confirm both which pressure equipment is registered and who will perform its first inspection. The state requires an owner or user to register and inspect covered objects and keep a maintenance log; an insurance-company inspector may inspect only equipment that company insures, and the state performs first inspections of new or used equipment. For continuous-process power boilers, Illinois law ties internal-inspection timing to shutdowns. None of those rules determines a breakdown policy’s repair, income, extra-expense, or spoilage coverage.[^1][^2]

## What Is Equipment Breakdown?

Equipment-breakdown coverage can help repair covered machinery or building equipment after a mechanical or electrical failure. It fits businesses that depend on equipment to operate; check whether lost income, spoilage and utility failures are included. [Read the national Equipment breakdown guide](/coverage/equipment-breakdown).

## Illinois Requirements

| Requirement | Details |
| --- | --- |
| Registration and first inspection | The owner or user must register covered equipment and maintain a log; first inspections of new or used equipment are performed by a state inspector. Insurance-company inspectors may inspect only the equipment they insure.[^1] |

## What to Watch for in Illinois

### An insurer inspector’s role is tied to equipment it insures

Illinois says an insurance-company inspector may inspect and report only equipment the company insures. If you are changing insurers or buying used equipment, ask who will arrange the first state inspection and keep the owner’s maintenance log separate from the policy schedule.[^1][^2]

### A continuous process can shape inspection timing

Illinois permits internal inspections of power boilers or steam generators integral to continuous processing at intervals allowed by process shutdowns. If a boiler supports production, ask operations to map planned shutdown windows and ask the broker whether a breakdown interruption trigger and time deductible fit that operating profile.[^2][^1]

### Confirm every regulated unit and its record

The owner or user has the registration, inspection, safe-working-condition, and maintenance-log duties. Build the quote inventory from asset serial numbers and locations, then ask whether owned, leased, and equipment used at another premises is identified in the proposal.[^1][^2]

## Who Regulates Insurance in Illinois

**Illinois Department of Insurance.** The Department licenses and oversees insurers and insurance producers doing business in Illinois, reviews regulated insurance activity, and investigates complaints about coverage, claims, premiums, and sales.[^3][^5][^4]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 3.5% of taxable premium plus a 0.04% stamping fee; separate 1% fire marshal tax on taxable fire premium When Illinois is the insured’s home state, the broker reports and remits a 3.5% tax on gross taxable surplus-line premium less returned taxable premium. The separate SLAI stamping fee is 0.04% for policies effective on or after January 1, 2023; a 1% fire marshal tax also applies to taxable fire premium.[^7][^6][^10][^11][^8]
[Surplus Line Association of Illinois](https://www.slai.org/)

**Illinois guaranty fund limits:** For covered claims against a member insurer, the Illinois Insurance Guaranty Fund generally caps its obligation at $500,000 per claim; workers’ compensation claims are excepted from that dollar cap. This fund does not protect policies issued by nonadmitted surplus-lines insurers. The net-worth exclusions apply to covered claims against member insurers.[^8]

**Illinois FAIR Plan:** If you cannot obtain basic property coverage in the voluntary market, the Illinois FAIR Plan offers a residual-market option for eligible property. Check its current eligibility and coverage limits before relying on it for a commercial location.[^9]

## Providers With Documented State Licenses

No provider in Spot’s research documents both a state license record and this coverage line. This does not establish that providers are unlicensed. [Check the regulator’s license lookup](https://idoi.illinois.gov/companies/agent-lookup.html) and confirm availability with a provider when requesting a quote.

## Questions to Ask Before You Buy in Illinois

1. Which Illinois units require registration, and are the covered machine schedule and the state inspection log reconciled by serial number and location?
2. Who will handle a first state inspection for any newly installed or used equipment, and how long could that add to a planned restart?
3. For continuous-processing equipment, what business-income trigger, time deductible, restoration period, and extra-expense limit are proposed?
4. Are spoilage and utility-service interruptions included for refrigeration or production operations, and what event-specific limits apply?

## Equipment Breakdown in Illinois: FAQ

### Can an insurance-company inspection replace every Illinois inspection?

No. Illinois requires the first inspection of new or used equipment to be made by a state inspector. Later insurance-company inspections are limited to equipment that company insures.[^1]

### Does the Illinois shutdown schedule provide business-interruption coverage?

No. The statute addresses timing of internal inspections for certain power boilers and steam generators integral to continuous processing. Any lost-income or extra-expense protection comes from the policy terms.[^2]
