# Employment Practices Liability in Utah

Utah’s Antidiscrimination and Labor Division says covered employers generally need at least 15 employees, with exceptions for certain national-origin, citizenship, and equal-pay matters. A charge must be filed within 180 days; the formal charge is signed before a notary after intake. If more than 180 but fewer than 300 days have passed, the Division says it will send the charge to EEOC for investigation.[^1][^2]

**Coverage:** [Employment practices liability](/coverage/employment-practices) · [Utah](/coverage/states/utah)

## What Is Employment Practices Liability?

EPLI can help pay covered defense costs and losses when applicants or workers allege discrimination, harassment, wrongful termination or other workplace wrongdoing. If you employ people, check the claim definition, defense costs and prior acts. [Read the national Employment practices liability guide](/coverage/employment-practices).

## What to Watch for in Utah

### Check the Utah coverage threshold

UALD says the employer generally must have at least 15 employees, with lower thresholds for specified national-origin, citizenship, or equal-pay matters. Confirm the asserted basis and headcount before assuming the Division lacks jurisdiction or that a small-employer exception applies.[^1]

### Complete the signed charge after intake

UALD first reviews an intake questionnaire; when it meets filing requirements, the Division creates a charge that the complainant must sign before a notary. Keep the intake date, signed-charge date, and notice of service distinct in the response file.[^1]

### Do not confuse state investigation with federal transfer

UALD’s state period is 180 days. A filing made after 180 but before 300 days is sent to EEOC for investigation. Identify which office will handle the matter before preparing the response and calendar the applicable policy notice deadline.[^1][^2]

## Who Regulates Insurance in Utah

**Utah Insurance Department.** The Utah Insurance Department regulates licensed insurance companies and producers, offers a public licensee search, and accepts complaints about property/casualty insurance. Complaint jurisdiction depends on policy type and place of issue; employer self-funded plans are outside the Department’s authority.[^3][^4][^5]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 4.25% of gross premium including policy fees, plus 0.18% stamping fee For Utah-home-state surplus-lines coverage, Utah charges 4.25% of gross premiums including policy fees, less returned premiums, and the Surplus Line Association of Utah collects a 0.18% stamping fee. Utah law requires a policy notice that the nonadmitted insurer is not protected by any Utah guaranty association; the state’s current guidance says a good-faith admitted-market effort is generally required unless the coverage is on the export list.[^6][^7][^8][^9][^10]

## Providers With Documented State Licenses

These providers publish a national listing for Employment practices liability; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm that the product is available in Utah; [check the regulator’s license lookup](https://insurance.utah.gov/licensee-search/) and confirm state availability for your business when requesting a quote.

- [Coalition](/insurance-providers/coalition) — **Entity:** Coalition Insurance Solutions, Inc.; **role:** Insurance producer, Surplus-lines broker; **checked:** 2026-09-28. **Scope:** Coalition’s license page lists producer and surplus-lines licenses for Coalition Insurance Solutions, Inc. in all 50 states and the District of Columbia. The page separately lists insurers; this record covers the brokerage entity only.[^12]
- [Corgi](/insurance-providers/corgi) — **Entity:** Corgi Insurance Services, Inc.; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** Corgi’s company producer-license table lists 50 jurisdictions: 49 states and the District of Columbia, including DC license 3003091619. New Mexico does not appear in the table and is not included here; the omission does not establish that Corgi is unlicensed there. The company-reported table has no stated as-of date and does not establish product availability.[^13]
- [TechInsurance](/insurance-providers/techinsurance) — **Entity:** Specialty Program Group LLC; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** TechInsurance’s current licensing page names Specialty Program Group LLC / SPG Insurance Solutions and lists state license numbers, but labels Rhode Island “Individual licenses” rather than identifying a license for the named agency. RI is omitted because this disclosure does not establish agency authority there; this is a search limitation, not an assertion that the company is unlicensed. The remaining state entries are company-reported and are not an insurance product availability map.[^16]
- [Vouch](/insurance-providers/vouch) — **Entity:** Vouch Specialty Insurance Services, LLC; **role:** Insurance producer, Surplus-lines broker; **checked:** 2026-09-28. **Scope:** Vouch’s licenses page, effective January 16, 2025, lists producer licenses in all 50 states and DC. Its separate surplus-lines table includes Idaho number 870820, while a footnote says Georgia and Idaho do not issue agency-level surplus-lines licenses. Because those statements conflict for Idaho, this record keeps Idaho producer-only and does not treat the table number as established agency surplus-lines authority. The page is company-reported and does not establish product availability.[^17]

## Questions to Ask Before You Buy in Utah

1. Which Utah employers are covered by the Division?
2. Is an intake questionnaire the formal charge in Utah?
3. What happens to a charge submitted after day 180?

## Employment Practices Liability in Utah: FAQ

### What is Utah’s state filing deadline?

UALD says an employment-discrimination charge must be filed within 180 days of when the person learned of the last alleged discriminatory act. A charge submitted later but before day 300 is sent to EEOC for investigation.[^1]

### Does a Utah charge require notarization?

Yes. After reviewing the intake questionnaire, UALD creates a formal charge for the complainant to sign before a notary and return.[^1]
