# Kansas employment practices: a four-worker threshold and six-month state complaint window

The Kansas Act Against Discrimination generally defines an employer using a four-or-more-employee threshold, with statutory exclusions. An aggrieved person filing under the Act must submit a verified written complaint and articulate a prima facie case; the statute sets a six-month filing period from the alleged act, or the last act in a continuing pattern. These state-law procedures do not establish which insurance policy terms apply.[^1][^2]

**Coverage:** [Employment practices liability](/coverage/employment-practices) · [Kansas](/coverage/states/kansas)

## What Is Employment Practices Liability?

EPLI can help pay covered defense costs and losses when applicants or workers allege discrimination, harassment, wrongful termination or other workplace wrongdoing. If you employ people, check the claim definition, defense costs and prior acts. [Read the national Employment practices liability guide](/coverage/employment-practices).

## What to Watch for in Kansas

### Confirm the Act’s employer definition and exclusions

Kansas §44-1002 generally uses four or more employees, with statutory exclusions. Check the employing entity and other definitions before treating a business as inside or outside the Act.[^1]

### The state complaint window is six months

Section 44-1005 requires a complaint within six months after the alleged unlawful practice; a continuing pattern is measured from its last act. The deadline can be much shorter than other routes, so escalate promptly.[^2]

### The Kansas complaint has specific content requirements

The statute calls for a verified written complaint that articulates a prima facie case under a recognized legal theory and provides particulars. Do not equate the formality of this threshold with an insurance coverage determination.[^2]

### Administrative relief is not the same as total exposure

For certain individual complaints, §44-1005 limits specified administrative damages for pain, suffering, or humiliation to $2,000. That limit concerns the statute’s administrative remedy and does not describe all potential claims, remedies, or policy response.[^2]

## Who Regulates Insurance in Kansas

**Kansas Insurance Department.** The Kansas Insurance Department regulates companies selling policies in Kansas for solvency and compliance with state law. Its consumer assistance team reviews written complaints, contacts the appropriate parties and requests corrective action when it finds a Kansas insurance-law violation.[^3][^4][^8][^5]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 3% of gross premiums less returned premiums for surplus-lines insureds whose home state is Kansas; the 3% rate applies beginning with taxable year January 1, 2024 For surplus-lines business whose insured's home state is Kansas, the licensed agent must collect and pay a 3% tax on gross premiums less returned premiums; the 3% rate applies beginning with the taxable year starting January 1, 2024. For an exempt commercial purchaser, the surplus-lines producer need not file the signed diligent-search statement after disclosing that admitted-market insurance may or may not be available and may provide greater protection and oversight, then receiving the purchaser's subsequent written request.[^6][^7]

## Providers With Documented State Licenses

These providers publish a national listing for Employment practices liability; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm that the product is available in Kansas; [check the regulator’s license lookup](https://sbs.naic.org/solar-external-lookup/) and confirm state availability for your business when requesting a quote.

- [Coalition](/insurance-providers/coalition) — **Entity:** Coalition Insurance Solutions, Inc.; **role:** Insurance producer, Surplus-lines broker; **checked:** 2026-09-28. **Scope:** Coalition’s license page lists producer and surplus-lines licenses for Coalition Insurance Solutions, Inc. in all 50 states and the District of Columbia. The page separately lists insurers; this record covers the brokerage entity only.[^10]
- [Corgi](/insurance-providers/corgi) — **Entity:** Corgi Insurance Services, Inc.; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** Corgi’s company producer-license table lists 50 jurisdictions: 49 states and the District of Columbia, including DC license 3003091619. New Mexico does not appear in the table and is not included here; the omission does not establish that Corgi is unlicensed there. The company-reported table has no stated as-of date and does not establish product availability.[^11]
- [TechInsurance](/insurance-providers/techinsurance) — **Entity:** Specialty Program Group LLC; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** TechInsurance’s current licensing page names Specialty Program Group LLC / SPG Insurance Solutions and lists state license numbers, but labels Rhode Island “Individual licenses” rather than identifying a license for the named agency. RI is omitted because this disclosure does not establish agency authority there; this is a search limitation, not an assertion that the company is unlicensed. The remaining state entries are company-reported and are not an insurance product availability map.[^14]
- [Vouch](/insurance-providers/vouch) — **Entity:** Vouch Specialty Insurance Services, LLC; **role:** Insurance producer, Surplus-lines broker; **checked:** 2026-09-28. **Scope:** Vouch’s licenses page, effective January 16, 2025, lists producer licenses in all 50 states and DC. Its separate surplus-lines table includes Idaho number 870820, while a footnote says Georgia and Idaho do not issue agency-level surplus-lines licenses. Because those statements conflict for Idaho, this record keeps Idaho producer-only and does not treat the table number as established agency surplus-lines authority. The page is company-reported and does not establish product availability.[^15]

## Questions to Ask Before You Buy in Kansas

1. Do Kansas headcount and statutory exclusions put each employing entity inside the Act’s employer definition?
2. Can HR and counsel capture dates and facts quickly enough to evaluate the six-month state window and any other route?
3. Ask the broker to explain how the actual policy treats verified agency complaints, investigations, and relief available outside the administrative cap.
