# Commercial Property Insurance in Hawaii

Hawaii’s Hurricane Relief Fund offers hurricane-only excess commercial property coverage to eligible condominium and townhouse apartment owners associations, not individual businesses or condo units. Its attachment is the Hurricane Master Property Policy limit plus the HHRF policy deductible (2% per building), and the underlying hurricane limit must be at least $10 million.[^1]

## What to Watch for in Hawaii

### Check Who Can Apply

The HHRF says an AOAO’s total insured building value must exceed $10 million and state law requires declinations from at least two Hawaii-licensed insurers. Surplus-lines companies do not count, and a consent-to-rate quote is not a declination. This program is for condominium and townhouse AOAOs, not individual condo units or ordinary businesses; ask the producer to verify each eligibility element.[^1]

### Layer the First $10 Million

HHRF begins paying above the Hurricane Master Property Policy limit plus its own 2%-per-building deductible; the underlying hurricane policy limit must be at least $10 million. Ask the producer to map the attachment and both deductibles against the AOAO’s insured building values so you can see where each layer responds.[^1]

### Keep Other Perils Covered

The HHRF policy covers hurricane-related wind damage only and must be paired with companion property coverage for all other perils. Ask the broker to map which policy responds to hurricane wind, flood, and every other exposure in the association’s schedule.[^1]

### Plan for Annual Renewal

HHRF coverage runs for one year, does not renew automatically, and has a maximum available limit of $140 million. Confirm the limit and submit renewal materials early through a Hawaii-licensed producer.[^1]

### Submit The Application Early

New HHRF applications must be submitted at least 30 days before the desired effective date. DCCA’s June 20, 2025 launch memo allowed a one-time expedited process for that year; use the current published deadline for a new application.[^1][^2]

## Who Regulates Insurance in Hawaii

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 4.68% of premium when Hawaiʻi is the home state Hawaiʻi applies a 4.68% tax when it is the insured’s home state.
