# Commercial Auto Insurance in New Jersey

For policies initiated or renewed from July 1, 2024, New Jersey requires $1.5 million CSL for defined commercial motor vehicles, with a $300,000 CSL exception for vehicles at least 10,001 but under 26,001 GVWR. If voluntary insurers decline a commercial risk, the state’s Commercial Automobile Insurance Plan may be an option for eligible businesses.[^1][^2][^3]

**Coverage:** [Commercial auto](/coverage/commercial-auto) · [New Jersey](/coverage/states/new-jersey)

## What Is Commercial Auto?

Commercial auto suits businesses that use vehicles for work and need liability protection; damage to your own vehicles is a separate coverage choice. If employees drive personal or rented cars, check how those trips are handled. [Read the national Commercial auto guide](/coverage/commercial-auto).

## New Jersey Requirements

| Requirement | Details |
| --- | --- |
| Commercial motor vehicle liability | $1.5 million CSL; $300,000 CSL for 10,001–<26,001 GVWR vehicles[^1] |

## What to Watch for in New Jersey

### Verify the Commercial Registration and Weight Tier

The statute includes commercially registered vehicles in its CMV definition. It sets $1.5 million CSL generally and a $300,000 exception for 10,001–under-26,001 GVWR vehicles. Confirm the registration class and manufacturer GVWR; do not rely on payload or a label like “light truck.”[^1]

### Use the MVC Certificate Instructions for Your Vehicle Class

MVC’s PVT instructions identify the insurance certificate details and list the MVC as certificate holder for designated commercial classes. The same page lists different minimums for some tow-truck classes. Ask the registration unit which class code applies and have the insurer issue the matching certificate.[^2]

### Ask About CAIP After Voluntary Declinations

NJDOBI says the New Jersey Commercial Automobile Insurance Plan exists for commercial-auto risks unable to get voluntary-market coverage. If standard submissions are declined, ask a licensed producer whether your business qualifies and what application is required.[^3]

### Check the Renewal Date Against the Statutory Schedule

The commercial minimums took effect July 1, 2024; a separate personal policy floor changes for policies issued or renewed on/after Jan. 1, 2026. Ask the broker to show the commercial class/weight provision on the renewal, rather than treating the personal 2026 amounts as the fleet limit.[^1]

## Who Regulates Insurance in New Jersey

**New Jersey Department of Banking and Insurance.** New Jersey DOBI licenses insurers and producers, reviews insurance products and rates, monitors insurer solvency and responds to insurance complaints. The Property and Casualty unit regulates commercial and personal property and casualty rates, rules and forms.[^4][^5][^6][^7]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 5% of gross premium, less return premium New Jersey’s Department of Banking and Insurance states a 5% surplus-lines tax for policies effective on or after July 1, 2009; its FAQ also describes direct-procurement tax filing for premium allocated to New Jersey. A New Jersey surplus-lines producer generally must make a diligent effort to place the risk with authorized insurers, subject to the exportable-list and other statutory exceptions. New Jersey’s separate surplus-lines guaranty fund has narrow coverage; ordinary commercial surplus-lines claims are generally outside guaranty protection.[^8][^9][^10]

## Providers With Documented State Licenses

These providers publish a national listing for Commercial auto; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm that the product is available in New Jersey; [check the regulator’s license lookup](https://www.nj.gov/dobi/inslic.htm) and confirm state availability for your business when requesting a quote.

- [Corgi](/insurance-providers/corgi) — **Entity:** Corgi Insurance Services, Inc.; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** Corgi’s company producer-license table lists 50 jurisdictions: 49 states and the District of Columbia, including DC license 3003091619. New Mexico does not appear in the table and is not included here; the omission does not establish that Corgi is unlicensed there. The company-reported table has no stated as-of date and does not establish product availability.[^13]
- [TechInsurance](/insurance-providers/techinsurance) — **Entity:** Specialty Program Group LLC; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** TechInsurance’s current licensing page names Specialty Program Group LLC / SPG Insurance Solutions and lists state license numbers, but labels Rhode Island “Individual licenses” rather than identifying a license for the named agency. RI is omitted because this disclosure does not establish agency authority there; this is a search limitation, not an assertion that the company is unlicensed. The remaining state entries are company-reported and are not an insurance product availability map.[^17]

## Questions to Ask Before You Buy in New Jersey

1. What statutory CMV definition and GVWR tier is the insurer using for each New Jersey registration?
2. Does the MVC need to appear as certificate holder for our PVT class, and what exact vehicle list should the certificate show?
3. If voluntary markets decline, can a producer submit our risk to CAIP and what eligibility rules apply?
