# Commercial Auto Insurance in Minnesota

Minnesota’s no-fault law provides $40,000 in basic economic-loss benefits for each injured person, split between medical and other economic losses; it separately requires residual liability and UM/UIM coverage. Confirm the commercial policy’s coverage parts and vehicle records rather than reviewing only its liability declarations.[^1][^2]

**Coverage:** [Commercial auto](/coverage/commercial-auto) · [Minnesota](/coverage/states/minnesota)

## What Is Commercial Auto?

Commercial auto suits businesses that use vehicles for work and need liability protection; damage to your own vehicles is a separate coverage choice. If employees drive personal or rented cars, check how those trips are handled. [Read the national Commercial auto guide](/coverage/commercial-auto).

## Minnesota Requirements

| Requirement | Details |
| --- | --- |
| No-fault economic-loss benefits | $40,000 per injured person: $20,000 medical and $20,000 nonmedical[^1] |
| Liability minimum | $30,000 one person / $60,000 two or more / $10,000 property damage[^2] |
| UM/UIM minimum | $25,000 per person / $50,000 per accident[^2] |

## What to Watch for in Minnesota

### Minnesota Splits Its $40,000 PIP Benefit

Minnesota §65B.44 allocates $20,000 per injured person to medical expenses and $20,000 to income, replacement-service, funeral, and survivor economic losses. Ask the broker to identify the PIP provisions for employees and passengers; these benefits do not pay for damage to the fleet vehicle.[^1]

### No-Fault PIP And Tort Liability Use Different Rules

Minnesota §65B.51 permits tort recovery for bodily-injury loss only when a statutory threshold is met, including specified medical expenses or permanent injury. Ask the broker to distinguish first-party PIP benefits from liability protection for claims against the business.[^3]

### UM/UIM Is A Separate Required Coverage Part

Minnesota §65B.49 sets $25,000/$50,000 minimums for uninsured and underinsured motorist coverages in addition to residual liability limits. Check each declarations page for both coverage parts rather than comparing only liability limits.[^2]

### PIP Does Not Insure The Vehicle Itself

Minnesota §65B.44(8) says basic economic-loss benefits do not include physical damage to property, including motor vehicles. Ask separately whether the commercial policy includes collision or comprehensive protection for each unit.[^1]

## Who Regulates Insurance in Minnesota

**Minnesota Department of Commerce.** The Minnesota Department of Commerce regulates insurance companies and producers, reviews rates and forms, and investigates complaints. You can use its state lookup or complaint service to check a license or raise an insurance issue.[^4][^5][^6]

- Phone: 651-539-1600

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 3% of taxable gross premiums less return premiums, plus a 0.04% stamping fee on taxable premium when Minnesota is the insured's home state When Minnesota is the insured's home state, 3% tax applies to taxable gross premiums less return premiums; the separate 0.04% stamping fee on taxable premium is paid by you to the broker. Minnesota requires a policy warning that insolvency loss payment by a nonadmitted insurer is not guaranteed. A diligent search generally applies unless a Minnesota-licensed producer unaffiliated with the surplus-lines broker refers the risk, which the statute deems unavailable from a licensed insurer; an exempt commercial purchaser also has a separate written-request route after the required admitted-market disclosure.[^7][^10][^8][^9][^11]

## Providers With Documented State Licenses

These providers publish a national listing for Commercial auto; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm that the product is available in Minnesota; [check the regulator’s license lookup](https://www.commerce.mn.gov/commerce/licensing/license-lookup/) and confirm state availability for your business when requesting a quote.

- [Corgi](/insurance-providers/corgi) — **Entity:** Corgi Insurance Services, Inc.; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** Corgi’s company producer-license table lists 50 jurisdictions: 49 states and the District of Columbia, including DC license 3003091619. New Mexico does not appear in the table and is not included here; the omission does not establish that Corgi is unlicensed there. The company-reported table has no stated as-of date and does not establish product availability.[^14]
- [TechInsurance](/insurance-providers/techinsurance) — **Entity:** Specialty Program Group LLC; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** TechInsurance’s current licensing page names Specialty Program Group LLC / SPG Insurance Solutions and lists state license numbers, but labels Rhode Island “Individual licenses” rather than identifying a license for the named agency. RI is omitted because this disclosure does not establish agency authority there; this is a search limitation, not an assertion that the company is unlicensed. The remaining state entries are company-reported and are not an insurance product availability map.[^17]

2. How will employees report injuries promptly enough to meet the six-month PIP notice rule?
3. Does the declarations page show the state’s $20,000 medical and $20,000 nonmedical PIP split?
