# Cargo Insurance in New Jersey

For household goods moved within New Jersey, N.J.A.C. 13:44D-4.6 lets a mover limit liability by contract to at least $1 per pound per article. The rule also allows increased valuation, but a mover offering it must match the amount to its cargo-liability insurance or arrange higher insurance for that move. These are mover-liability and valuation terms, not proof that your own cargo policy covers the shipment.[^1][^2]

## What to Watch for in New Jersey

### A Per-Article Floor Can Be Far Below Replacement Cost

The $1-per-pound figure is a minimum amount to which a mover may limit liability, not an estimate of your goods’ value. Ask how the written order for service values each article and compare the limit with your shipment inventory.[^1]

### Ask Whether Increased Valuation Is Offered

New Jersey permits a mover to contract for increased valuation, but does not require every mover to offer it. If offered, its amount generally cannot exceed the mover’s cargo-liability insurance unless the mover arranges additional insurance for that move.[^1]

### Keep the Order for Service

The rule requires the mover to state its liability on the order for service and identifies failures that can void a contractual limit. Keep the completed form and any separate policy or certificate with your inventory.[^1]

### Use the Federal Valuation Options for an Interstate Move

If the shipment crosses a state line, New Jersey’s intrastate mover rule is not the governing valuation framework. FMCSA says interstate household-goods movers must offer Full Value Protection or Released Value; the latter is capped at 60 cents per pound per article. Compare the selected option and any extraordinary-value exclusions in the interstate contract.[^2][^3]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 5% of gross premium, less return premium New Jersey’s Department of Banking and Insurance states a 5% surplus-lines tax for policies effective on or after July 1, 2009; its FAQ also describes direct-procurement tax filing for premium allocated to New Jersey. A New Jersey surplus-lines producer generally must make a diligent effort to place the risk with authorized insurers, subject to the exportable-list and other statutory exceptions.
