# Cargo Insurance in Minnesota

Minnesota requires a household-goods mover to file $50,000 in cargo insurance or a cargo bond issued in the exact name of its permit holder. A separate rule requires the mover to tell you the shipment’s released value and how to arrange insurance above it, so compare that declared value with your goods before pickup.[^1][^2][^3]

**Coverage:** [Cargo and transit](/coverage/cargo-transit) · [Minnesota](/coverage/states/minnesota)

## What Is Cargo And Transit?

Cargo coverage fits a shipper protecting goods it owns or a carrier responsible for another party’s goods. The quote needs to match who bears the loss, the shipment route and storage stops. [Read the national Cargo and transit guide](/coverage/cargo-transit).

## Minnesota Requirements

| Requirement | Details |
| --- | --- |
| Household-goods mover cargo security | $50,000 cargo insurance or cargo bond in the full correct permit-holder name. A §221.141 exception applies to a 501(c)(3) organization transporting to further its charitable mission; §65B.48 then applies.[^1] |

## What to Watch for in Minnesota

### Match the Filing to the Permit Holder

Minnesota’s cargo certificate or bond must use the full and correct name of the person or company holding the household-goods permit and whose operations are insured. Match the name on your order and bill of lading to the carrier entity instead of treating a brand or a generic certificate as proof.[^1]

### Choose the Shipment’s Released Value

At loading, the mover must call out the tariff’s released value and explain in writing that you need insurance above it to recover more. Unless you handwrite a release to 60 cents per pound per article, the carrier’s maximum liability is the greater of a declared lump-sum value or $1.25 per pound of shipment weight; if you write neither an actual value nor the 60-cent release, the form defaults to $1.25 per pound. If you request and pay for insurance for excess or full value, the mover must obtain it and give you evidence by pickup. If you are the employer of the goods’ actual owner, pay all transport charges, and arrange a 60-cent release, you may instruct the carrier by purchase order or advance letter, which it must reference in the bill of lading. If the mover fails to give the required written notice or to provide evidence of insurance you paid for by pickup, the rule makes it responsible for full value of items lost or damaged while loading, transporting, or unloading.[^2][^3]

### Keep the Carrier Filing Separate From Your Goods Policy

The $50,000 filing is a carrier cargo-insurance or bond requirement for the permitted mover; Minnesota separately addresses the value released for an individual shipment. Ask whether the specific arrangement covers your interest and compare it with your own first-party goods coverage.[^1][^2]

## Who Regulates Insurance in Minnesota

**Minnesota Department of Commerce.** The Minnesota Department of Commerce regulates insurance companies and producers, reviews rates and forms, and investigates complaints. You can use its state lookup or complaint service to check a license or raise an insurance issue.[^4][^5][^6]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 3% of taxable gross premiums less return premiums, plus a 0.04% stamping fee on taxable premium when Minnesota is the insured's home state When Minnesota is the insured's home state, 3% tax applies to taxable gross premiums less return premiums; the separate 0.04% stamping fee on taxable premium is paid by you to the broker. Minnesota requires a policy warning that insolvency loss payment by a nonadmitted insurer is not guaranteed. A diligent search generally applies unless a Minnesota-licensed producer unaffiliated with the surplus-lines broker refers the risk, which the statute deems unavailable from a licensed insurer; an exempt commercial purchaser also has a separate written-request route after the required admitted-market disclosure.[^7][^10][^8][^9][^11]

## Providers With Documented State Licenses

These providers publish a national listing for Cargo and transit; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm that the product is available in Minnesota; [check the regulator’s license lookup](https://www.commerce.mn.gov/commerce/licensing/license-lookup/) and confirm state availability for your business when requesting a quote.

- [Corgi](/insurance-providers/corgi) — **Entity:** Corgi Insurance Services, Inc.; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** Corgi’s company producer-license table lists 50 jurisdictions: 49 states and the District of Columbia, including DC license 3003091619. New Mexico does not appear in the table and is not included here; the omission does not establish that Corgi is unlicensed there. The company-reported table has no stated as-of date and does not establish product availability.[^14]

## Questions to Ask Before You Buy in Minnesota

1. Does the cargo certificate or bond name the exact entity on my permit, estimate, and bill of lading?
2. What released value does your tariff assign to each item, and how do I elect a higher value?
3. If I pay for shipment-specific coverage through the carrier, can you provide its evidence before pickup?

## Cargo And Transit in Minnesota: FAQ

### How much cargo insurance must a Minnesota household-goods mover file?

At least $50,000 in cargo insurance or a cargo bond. The filing must use the full and correct name of the household-goods permit holder whose operations are insured.[^1]

### Does Minnesota’s $50,000 mover filing set what my damaged items are worth?

No. The $50,000 mover filing does not set your shipment’s value. Unless you handwrite a release to 60 cents per pound per article, the carrier’s stated maximum is the greater of declared lump-sum value or $1.25 per pound of shipment weight; if you write neither value, the form defaults to $1.25 per pound. Ask for the written notice and any paid-for policy evidence by pickup.[^1][^2][^3]
