# Cargo Insurance in Indiana

An Indiana for-hire household-goods mover cannot begin an intrastate move before its operating authority is in place; after approval it has 60 days to file insurer-submitted Form E proof and its tariff. The current IOA-1 separately asks carriers to classify cargo, including household goods, but the application does not describe a shipper’s insurance terms.[^1][^2]

## What to Watch for in Indiana

### Confirm the Route Is Intrastate

Indiana requires state authority for for-hire household-goods transportation within Indiana; DOR says applications take 30–60 days and no transport is authorized while pending. For a crossing-state route, ask which interstate authority and contract govern.[^1]

### Compare the Filed Tariff With the Quote

After authority approval Indiana gives the carrier 60 days to submit a tariff with its rates and charges; DOR says a carrier may not charge an amount absent from its tariff. Request the current tariff and compare packing, storage, handling and delivery charges.[^1]

### Do Not Mistake Classification for Coverage

The July 2025 IOA-1 lists household goods and other freight types as cargo classifications. That application does not say your goods are insured; ask for bill-of-lading valuation terms and any separate cargo-policy document.[^2]

### Separate Form E From Goods Protection

Indiana says the insurer submits Form E as proof for household-goods authority while the tariff is filed separately. Ask which policy addresses carrier liability and which, if any, insures your own interest in the shipment.[^1]

## Who Regulates Insurance in Indiana

**Indiana Department of Insurance.** The Indiana Department of Insurance licenses and regulates insurance companies and producers, reviews rates and policies, and investigates consumer complaints. ### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 2.5% of gross premium when Indiana is the home state Indiana’s surplus-lines premium tax is 2.5% when Indiana is the insured’s home state. ### Can a mover carry my Indiana household goods while authority is pending?

No. Indiana DOR says the for-hire household-goods carrier needs a Certificate of Public Convenience and Necessity and is not authorized to transport during processing. Confirm route and authority before pickup.[^1]

### Does Indiana Form IOA-1 prove my goods are insured?

No. IOA-1 is an operating-authority application with cargo classifications. Ask for the carrier’s bill of lading and liability terms, plus a separate goods-policy document if you want your own cargo interest insured.[^2][^1]
