# Pennsylvania Business Owners Policy: Compare Separate Flood Options

Pennsylvania's Insurance Department says destructive flooding has affected all 67 counties and can occur outside mapped high-risk areas. It describes private flood policies as potentially offering higher limits or business-interruption options, and excess flood as a way to insure above primary limits. Compare those policy terms with the BOP and ask about business contents and downtime.[^1][^2]

**Coverage:** [Business owner’s policy](/coverage/business-owners-policy) · [Pennsylvania](/coverage/states/pennsylvania)

## What Is Business Owner’S Policy?

A BOP may suit an eligible small business that wants property, liability and lost-income protection together. If you also need auto, workers’ compensation or professional liability, plan for separate coverage. [Read the national Business owner’s policy guide](/coverage/business-owners-policy).

## What to Watch for in Pennsylvania

### Check the address and local flood risk

The Department says flooding can occur anywhere, reports destructive flooding in all 67 counties and notes that over 40% of claims are outside high-risk areas. Use the address-level flood tools and local history as well as FEMA maps when deciding whether the BOP needs separate flood coverage.[^1][^2]

### Compare flood contents and interruption options

The Department says some private flood policies offer options such as basement contents and business-interruption coverage that may not be present in standard NFIP terms. Ask the insurer to identify each covered property class and income trigger rather than relying on a generic flood-policy label.[^1]

### Compare surplus-lines and excess protection carefully

The Department identifies private, surplus-lines and excess flood options. It says excess flood can sit above NFIP or private primary limits, while surplus-lines insurers have different considerations from state-licensed insurers. Ask who underwrites each layer, how the limits stack and which protections apply.[^1]

## Who Regulates Insurance in Pennsylvania

**Pennsylvania Insurance Department.** The Pennsylvania Insurance Department publishes state tools to check licensed producers, agencies, and insurers, and its Consumer Services Online portal accepts complaints about insurers, agents, brokers, and public adjusters. The department also oversees Pennsylvania insurance business and consumer services.[^3][^4][^5]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 3% of gross premium (2% for eligible surplus-lines risk retention groups) Pennsylvania charges 3% of gross surplus-lines premiums (2% for an eligible surplus-lines risk-retention group); the tax is in addition to premium, is borne by the insured, and is collected by the producer. For multistate risks, the 2025 Revenue instructions say all gross premiums are taxable when Pennsylvania is the home state, while Insurance Company Law §1621(d) says tax is levied only on premium reasonably ascribable to Pennsylvania risk; confirm allocation with your producer or the state. Surplus-lines coverage is excluded from the guaranty association, and qualifying large risks or exempt commercial purchasers may use distinct no-search routes, with the ECP route requiring disclosure and written request.[^6][^7][^8][^9]

## Providers With Documented State Licenses

These providers publish a national listing for Business owner’s policy; the state records document licenses for the entities and roles shown below. Some records rely on company-reported information rather than independent regulator verification. A national listing does not confirm that the product is available in Pennsylvania; [check the regulator’s license lookup](https://www.pa.gov/agencies/insurance/resources/search-tool-library) and confirm state availability for your business when requesting a quote.

- [Corgi](/insurance-providers/corgi) — **Entity:** Corgi Insurance Services, Inc.; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** Corgi’s company producer-license table lists 50 jurisdictions: 49 states and the District of Columbia, including DC license 3003091619. New Mexico does not appear in the table and is not included here; the omission does not establish that Corgi is unlicensed there. The company-reported table has no stated as-of date and does not establish product availability.[^12]
- [ERGO NEXT Insurance](/insurance-providers/next-insurance) — **Entity:** Next First Insurance Agency, Inc.; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** ERGO NEXT’s current license table lists Next First Insurance Agency, Inc. in 50 jurisdictions, including Washington, DC; New York is excluded because its table rows name Next Insurance Services and AP Intego, not Next First. The table is company-reported; it does not establish product availability or provide state-regulator verification for each entry.[^14]
- [Hiscox](/insurance-providers/hiscox) — **Entity:** Hiscox Insurance Company Inc.; **role:** Insurer; **checked:** 2026-09-28. **Scope:** Hiscox’s U.S. company information states that Hiscox Insurance Company Inc. is licensed in all 50 states and the District of Columbia. This is company-reported insurer authority for this entity and does not establish which company issues every Hiscox-branded product.[^13]
- [TechInsurance](/insurance-providers/techinsurance) — **Entity:** Specialty Program Group LLC; **role:** Insurance producer; **checked:** 2026-09-28. **Scope:** TechInsurance’s current licensing page names Specialty Program Group LLC / SPG Insurance Solutions and lists state license numbers, but labels Rhode Island “Individual licenses” rather than identifying a license for the named agency. RI is omitted because this disclosure does not establish agency authority there; this is a search limitation, not an assertion that the company is unlicensed. The remaining state entries are company-reported and are not an insurance product availability map.[^15]

## Questions to Ask Before You Buy in Pennsylvania

1. What does the property's address-level flood assessment show, including risk outside the FEMA high-risk zone?
2. Does the flood quote cover basement stock, equipment and business interruption, and what triggers lost-income benefits?
3. If the primary flood limit is too low, how do private, surplus-lines and excess options differ in limits and insurer status?

## Business Owner’S Policy in Pennsylvania: FAQ

### Can a Pennsylvania business flood outside a mapped high-risk area?

The Pennsylvania Insurance Department says flood damage can happen anywhere and reports claims outside high-risk areas. Use a property-specific risk tool and compare separate flood coverage even when the address is not in a high-risk zone.[^1][^2]

### Can a Pennsylvania flood policy cover business interruption?

The Department says some private flood policies offer business-interruption coverage and that excess flood is available above primary limits. Availability and terms vary by policy; ask for the actual trigger, limit and waiting period.[^1]
