# Maryland Business Owner’s Policy Guide

Maryland’s Insurance Administration describes a business owner’s policy as a customizable package that can combine property, liability and business-interruption coverage. Compare the building, business-property and lost-income pieces separately, and check whether a home-based business’s equipment, inventory and operations are actually scheduled; Maryland warns that ordinary homeowners coverage can leave business property underinsured.[^1][^2]

## What Is Business Owner’S Policy?

A BOP may suit an eligible small business that wants property, liability and lost-income protection together. If you also need auto, workers’ compensation or professional liability, plan for separate coverage. [Read the national Business owner’s policy guide](/coverage/business-owners-policy).

## What to Watch for in Maryland

### A package label does not settle the coverage

Maryland says insurers customize BOPs for different business types. Ask for the declarations and forms showing property, liability and business-interruption limits and covered causes of loss; the label alone does not establish what your business bought.[^1]

### Home-based business property needs its own check

The state guide warns that a home business may be underinsured under ordinary homeowners coverage. List equipment, stock and customer property kept at home and ask how each is insured; do not assume a BOP automatically fills a homeowners-policy gap.[^1]

### Separate lender limits from your own building target

Maryland law limits what a first mortgagee may require for property and flood insurance on improvements to replacement cost. That is a ceiling on a lender requirement, not a recommended limit for your building, contents or business interruption.[^3]

### A BOP does not replace every business policy

Maryland’s guide identifies professional, auto and workers’ compensation as separate coverage needs. Put those exposures on a separate quote checklist rather than treating the package as a full business insurance program.[^1]

## Who Regulates Insurance in Maryland

**Maryland Insurance Administration.** The Maryland Insurance Administration licenses producers and insurers, reviews rates and forms, and investigates complaints about insurance companies and producers. You can use its state lookup or complaint service to check a license or raise an insurance issue.[^4][^5][^6]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 3% of gross premiums less returned premiums when Maryland is the insured's home state; excludes risks of Maryland and its political subdivisions When Maryland is the insured's home state, the tax is 3% of gross premiums less returned premiums, except insurance of risks of the State or a political subdivision. For policies effective on or after July 21, 2011, Maryland taxes the entire premium and the broker must charge the tax in addition to premium. Maryland's property and casualty guaranty corporation excludes surplus-lines policies.[^7][^8]
