# Hawaiʻi BOP: Separate Flood and Hurricane Decisions from the Package

A BOP can combine property, general liability and business-income protection for an eligible Hawaiʻi business, but flood and hurricane protection need a separate, location-specific review. The Insurance Division notes flooding can occur beyond designated high-risk zones; NFIP commercial building and contents coverage are separate and exclude interruption losses. A narrow state hurricane program applies only to condominium and townhouse associations, not ordinary standalone business policies.[^1][^2][^4][^3]

## What to Watch for in Hawaii

### Review flood exposure at the exact island address

Hawaiʻi’s Insurance Division warned in March 2026 that flooding can occur outside designated high-risk areas; FEMA’s commercial flood policy separates building from contents, with independent deductibles and limits. At a coastal, streamside or low-lying premises, ask for both building and stock/equipment flood options and whether a flood shutdown leaves income protection elsewhere.[^2][^4]

### Do not confuse an association master policy with a BOP

Hawaiʻi’s Hurricane Relief Fund currently serves condominium and townhouse owner associations with hurricane-only excess commercial property insurance. Its policy requires separate primary hurricane and all-other-perils property coverage, has a fixed 2% per-building deductible, and attaches above the primary layer. It does not insure an individual condo unit or ordinary small-business BOP; if your business occupies an association building, compare the association master policy with your own contents, liability and income needs.[^3][^1]

### Flood recovery and income protection are different

NFIP commercial building/contents coverage addresses direct physical flood damage, not financial loss from business interruption. Ask whether your BOP’s income coverage requires covered physical damage and compare that trigger and time limit separately; a separate flood policy does not by itself solve lost income.[^4][^1]

## Who Regulates Insurance in Hawaii

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** 4.68% of premium when Hawaiʻi is the home state Hawaiʻi applies a 4.68% tax when it is the insured’s home state.
