# D.C. BOP insurance: compare urban flood and business-income protection

D.C. DISB says a standard BOP typically does not cover flood, including hurricane storm surge. ## What to Watch for in District of Columbia

### Check street and interior-rainfall flood layers

DOEE says FEMA maps do not show stormwater or interior flooding and identifies past events in Federal Triangle, Bloomingdale/LeDroit Park, Cleveland Park and Rhode Island Avenue NE. Check the actual premises and below-grade contents; a riverfront-only view can miss local drainage exposure.[^3]

### Quote flood separately from the BOP

DISB says flooding, including hurricane storm surge, typically is not covered by a standard commercial policy including a BOP. Compare separate flood limits for building and contents; review actual-cash-value terms, separate deductibles, flood waiting period and any mortgage requirement.[^2]

### Do not treat flood contents limits as income cover

DISB says basic commercial flood coverage excludes business interruption, although excess coverage may sometimes offer it. Ask about the BOP’s covered-damage trigger and any separate flood-income option, then compare GL limits, customer contracts and any professional, auto or umbrella needs.[^2][^1]

### Surplus-Lines Tax and Stamping Office

**Reported tax rate:** Generally 2% of gross premium, including qualifying placement fees When the District is the insured’s home state, surplus-lines agents and brokers generally owe a 2% tax on gross premium, including necessary fees incidental to placement when separately itemized. An agent or broker procuring insurance on behalf of the District government is exempt for that government business; claiming the exemption requires identifying its allocation in the required affidavit and does not waive other statutory duties. Ask the broker which taxes and fees your agreement passes through to you. DISB generally requires a diligent effort to place risks with authorized insurers. For a purchaser meeting the federal exempt-commercial-purchaser definition, the broker may skip that search only after disclosing that insurance may or may not be available from the admitted market, which may provide greater protection with more regulatory oversight, followed by the purchaser’s written request for nonadmitted placement.
